Systema Consulting Wins Major EU Infrastructure Contract for the Western Balkans

Systema Consulting is proud to announce its participation in IPF13 (Infrastructure Project Facility Technical Assistance 13), a €23.5 million programme awarded by the European Investment Bank to a consortium led by NIRAS — one of the largest technical assistance initiatives supporting infrastructure development across the Western Balkans.

The programme covers five sectors — Digital Future, Clean Energy, Environment and Climate Change, Social Infrastructure, and Sustainable Transport — and supports Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia in their EU integration journey.

Systema will focus primarily on the Sustainable Transport sector, while contributing with two Key Experts and participating in the overall programme management. This award reflects the company's longstanding expertise and track record in transport infrastructure across the region

SYSTEMA has been awarded a contract to update Montenegro's Transport Development Strategy 2019-2035.
Our team will be working on a comprehensive 12-month project covering:
- Multimodal transport strategy alignment with EU policies
- Smart and sustainable mobility initiatives
- ITS (Intelligent Transport Systems) framework development
- Climate resilience and green transition measures
This project is part of the Western Balkans Trade and Transport Facilitation Project, supporting Montenegro's path toward EU integration and sustainable transport development.

Happy to announce our newest project: Supporting the PIU (Project Implementation Unit) for the rehabilitation of Albania's Durres-Rrogozhine railway line.

Systema Consulting has just kicked off this important 5-year assignment where we will provide comprehensive PIU support to Albanian Railways (HSH). Our team will guide the client through all project phases - from procurement and contract management to environmental compliance and stakeholder engagement.

The 34km strategic railway section is part of the Pan-European Corridor VIII but currently doesn't meet European standards. With financing from EIB and EBRD, our PIU support services will help HSH implement critical improvements to electrification, speed capability, and signaling systems.

With 11 distinct tasks spanning pre-construction, construction, and post-construction phases, our PIU support model demonstrates our capability to deliver complex, multi-stakeholder infrastructure projects to international standards. This comprehensive approach to project delivery is central to our service offering.

SYSTEMA is proud to announce our collaboration with the European Bank for Reconstruction and Development (EBRD) on a strategic railway development project in Egypt. We're providing specialized procurement support for the construction of the Robeiky - 10th of Ramadan - Belbeis railway link - a transformative project that will reshape freight transport in the region.

The project connects the 10th Ramadan Dry Port to Egypt's main railway network and consists of two key phases: the Robeiky to 10th Ramadan link and the 10th Ramadan to Belbeis connection. This new infrastructure will allow freight traffic from southern ports to bypass the Cairo railway node, significantly improving logistics efficiency.

Our team is delivering comprehensive procurement expertise for:
• Railway tracks construction
• Signaling systems implementation
• Telecommunications infrastructure
• Project implementation support and Construction supervision services

This project aligns with Egypt's vision for sustainable transport, supporting the shift from road to rail and advancing the country's intermodal transport system.
