Long-term thinking in uncertain times: lessons from Hong Kong

In this insightful piece by Dr Johnny Cheuk, Chairperson of the ICE HKA, the importance of long‑term infrastructure planning takes centre stage 🌍—showing how leadership means staying focused on future outcomes, not short‑term pressures.

Hong Kong is used as a powerful example to bring this message to life. Despite fiscal constraints, Hong Kong continues to plan and invest over decades 🚆🏙️, demonstrating how early, coordinated thinking can future‑proof cities. A timely reminder that resilience is built long before it’s tested.

👉 Worth a read for anyone interested in future‑ready infrastructure and long‑term strategy.

🚧🌉 ICE HKA: joint technical visit with HKIE (Civil & Geotechnical Divisions) to Yuen Long South Development & RTBM Works 👷‍♂️

On 2 May 2026, ICE HKA members participated in a joint technical visit with the HKIE Civil and Geotechnical Division to Contract No. YL/2022/01 – Yuen Long South (YLS) First Phase Development (Contract 3). The visit provided a valuable opportunity to explore a key project within the Northern Metropolis, supporting Hong Kong’s long‑term housing development. ☀️

👷‍♂️ The visit commenced with a comprehensive project briefing on the Yuen Long South New Development Area, the third major NDA following Kwu Tung North/Fanling North and Hung Shui Kiu/Ha Tsuen. Participants gained a clearer understanding of how this infrastructure‑led development contributes to Hong Kong’s medium‑ to long‑term housing supply.

💡 A major highlight of the visit was the application of a Rectangular Tunnel Boring Machine (RTBM) to construct a pedestrian and cyclist subway beneath the busy Yuen Long Highway. This advanced tunnelling method enables precise excavation without the need for open cutting, effectively minimising disruption while maintaining traffic operations above. Participants also observed the RTBM works up close, gaining valuable insights into modern tunnelling techniques, construction planning, and safety management in a highly constrained environment.

🔍 During the guided site tour, members further appreciated the challenges of working within a live traffic environment, including stringent safety requirements, temporary works design, and close stakeholder coordination. The project demonstrates how innovative engineering solutions can successfully address complex urban constraints while enhancing safety and efficiency.

👏 ICE HKA would like to express our sincere appreciation to the project team and HKIE for their warm hospitality and insightful sharing. This visit provided an excellent platform for professional learning and cross‑disciplinary exchange, showcasing best practices in infrastructure development and tunnelling innovation.

Stay tuned for more upcoming technical visits and learning opportunities!

🚧🏙️ HKA: technical visit to Six Pacific Place (6PP) subway construction👷‍♂️

On 25 April 2026, ICE HKA members had the opportunity to visit the Six Pacific Place (6PP) Subway Construction Project in Admiralty — a technically challenging underground works project located beneath one of Hong Kong’s busiest commercial districts. It was an insightful and engaging morning for all participants. ☀️

👷‍♂️ The visit commenced with a comprehensive project briefing delivered by the site team, introducing the construction of a 77-metre underground pedestrian subway linking Six Pacific Place and Three Pacific Place. Participants gained valuable insights into the complexities of tunnelling beneath an active urban environment, including deep excavation works and the challenges associated with soft ground, mixed ground conditions, and rock cover. The session also highlighted the critical importance of geotechnical risk management and careful planning in such a constrained setting.

💡 A key highlight of the visit was the guided site tour, where members observed first-hand the tight site constraints, including limited working space, stringent noise and traffic control measures, and the need for close coordination with multiple stakeholders. Participants were particularly impressed by the adoption of innovative construction technologies, Permit-to-Work workflows, showcasing how digitalisation is enhancing safety, efficiency, and project delivery in modern construction.

👏 ICE HKA would like to express our sincere appreciation to the project team for their warm hospitality and generous sharing. This visit provided a valuable platform for members to deepen their understanding of complex underground construction in a dense urban environment and to learn from industry best practices and innovations.

Stay tuned for more upcoming technical visits and learning opportunities!

🌍 Engineering that includes everyone🌍

Through ICE Caring Engineering (ICarE), volunteer engineers are coming together to make a real difference in local communities.

Working closely with NGO partners, ICarE is showing how inclusive, people‑centred STEM outreach can open meaningful pathways for students with special educational needs (SEN). By adapting activities and meeting learners where they are, engineers can build confidence, spark curiosity and help ensure our profession truly reflects the communities it serves 🤝✨
