National Energy and Climate plans are the new Energy Union governance mechanism that all EU member states and Energy Community countries will have to use in the future as their main planning and monitoring tool for energy and climate strategies.

MAIN Southeast Europe challenges:
1. Coal phase out
2. Energy poverty
3. Citizen acceptance
4. Electricity market integration (and liberalisation)
And not mentioned in the article:
- implementing renewable energy auctions and feed in premiums (as a tool to decrease renewable energy costs for public finances)
- creating decarbonisation strategies that favour local industries and create jobs (as means of getting citizen acceptance)
- creating business models that rely on self consumption on site of production > net-billing and/or net metering
