In 2021, China will use 3% of its annual coal production for coal to chemicals, meaning approximately 120mtpa. This shows that the technology, trade system, and economics for utilizing the added value of coal downstream have been proven.
Why is this done by China, they are almost the same as our condition which imports 45% of the total natural gas needs, therefore it would be wise if we implemented the nickel downstream road map which has been successful, namely inviting the Chinese coal to the chemical industry to carry out downstream Coal, for energy security and increasing added value while saving foreign exchange and increasing state income.

Just realized that I will be a speaker for the Conference on 12 June 2024, with a very -click bait- topic, namely "Critical Minerals: Ni+Co+EV, Coal, Tin & Aluminum".

Can coal be categorized as a critical & strategic Natural Resource/SDA? The critical definition according to Minister of Energy and Mineral Resources Decree 296/2023 has 4 criteria, namely: being a strategic industrial raw material, having beneficial value for the economy & defense, limited supply, & no substitutes. The definition of strategic according to Minister of Energy and Mineral Resources Decree 69/2024 has 5 criteria, namely: strategic industrial raw materials, controlling the global market, large contribution to state revenue, dominant contribution to the country's foreign exchange reserves, and massive use for strategic industry.
For example, minerals: Nickel is critical & strategic, but for gold it is only strategic, not critical

Coal contributes 6.6% to Indonesia's GDP and still dominates the energy mix for electricity purposes up to 42.4%. As for the total national coal reserves, it is 35.2 billion tons. If the total national coal production is increased from 700 million tons to 1 billion tons per year, this means that in 35 years the coal reserves will run out in 2060.

Therefore the question for coal: Is it a strategic natural resource? The answer is correct, because it is used massively for national electricity generation and also has a big influence on state revenues & the country's foreign exchange reserves. But is coal also a critical natural resource?

April is the month for corporate tax reporting, but this year there is something new, namely the method of calculating tax referring to PP 15-2022. Usually tax is calculated from the profit obtained, namely revenue minus costs. Based on the new regulations, revenue is no longer based on actual prices or commercial invoices, but refers to the following methodology: "Whichever is lower between the HPB and the coal index price, then only Compare it to the actual selling price, whichever is higher." From historical data, the HPB will usually always be higher than the index price, so that the index price will later be compared to the selling price.

Therefore, my suggestion: First, for coal buyers (traders), if you want to buy coal, now it's very easy, just refer to the index price, for example ICI1-5, so you don't need to ask the coal miner again. Second, for coal marketers, if you want to sell coal, don't go far from ICI, otherwise the shareholders will definitely get angry because the tax payments will be higher.

PLN menghasilkan 3mtpa FABA tiap tahun, dan pemanfaatannya semakin membesar, oleh karena itu harus dilakukan upaya untuk membuat SNI product atau standard teknis, agar pemanfaatannya lebih besar.
1.PLN sebagai penghasil FABA harus mengeluarkan SNI product agar bisa dijual sebagai product.
2.Adapun Tambang yang memiliki MMPP (MineMouthPowerPlant) dan menghasilkan FABA untuk pemanfaatan sendiri, harus memiliki juga rincian teknis dalam AMDAL, sehingga tidak memerlukan SNI product.
Oleh karena itu next stage adalah membuat standard teknis ESDM utk penggunaan FABA utk pencegahan Air Asam Tambang (AAT), maupun SNI Product FABA oleh PLN.

Dalam paparan konsultasi publik dari OJK untuk Taksonomi Hijau/THI maupun Taksonomi Berkelanjutan/TBI yang akan menjadi landasan hukum dari lembaga keuangan maupun investor di transisi industri pertambangan. Ternyata batubara & minyak hanya ada di THI, adapun nickel-tembaga & gas alam ada di TBI yg artinya masuk kategori green yang bisa di financing. Adapun persyaratan agar batubara bisa mendapatkan pembiayaan dari bank/lembaga jasa keuangan adalah : 1. PROPER Hijau 2. Penghargaan GMP 3. ISO 50001 Energi Managemen.
Industri minyak yang selalu dalam pengawasan SKK Migas, ketiga kriteria tersebut sudah menjadi standar, adapun untuk pertambangan batubara, tantangannya adalah dari 833 IUP/PKP2B hanya 3.6% yang memenuhi kriteria tersebut. Pertanyaannya adalah 1. Apakah ini berarti pertambangan batubara akan ditutup, sedangkan fossil fuel ini masih menjadi energi utama karena reliable dan murah 2. Bagaimana dengan ketahanan energi nasional maupun pendapatan negara bukan pajak yang 85% masih bertumpu di Batubara. Kita seharusnya bisa berkaca dari Australia maupun China yang masih belum mengimplementasikannya.
