๐ก ** Changes to Rural Planning in Ireland**
The Government has outlined a series of proposed changes to Irelandโs rural and Gaeltacht planning system. The aim is to create a more consistent national approach while making it easier for people with genuine local connections to build homes in rural communities.
Highlights of the proposed changes

More Consistent Rural Housing Policies
Local authorities would no longer be able to apply broad restrictions on ribbon development, infill sites, backland development, or introduce arbitrary limits on rural housing applications.

Removal of Certain Traditional Site Requirements
Current requirements such as minimum road frontage, minimum site sizes, and strict planning definitions relating to farmers and farms are proposed to be removed.

Greater Flexibility for Family Housing
Homeowners may be permitted to build a second, smaller dwelling on family land where there is a need for downsizing or to accommodate medical or care requirements.

Standardised Local Connection Criteria
A single national framework is proposed for assessing local need:
* General rural areas: Applicants should have lived within 10 km of the site for at least 7 years.
* High-amenity areas: Applicants should have lived within 5 km of the site for up to 10 years.
* Gaeltacht areas: Applicants should have lived within 3 km for 10 years, or within the area for 5 years if they are certified fluent Irish speakers.

Updated Economic Need Assessment
Working remotely on its own would no longer satisfy the economic need test. Instead, applicants would need to demonstrate that their employment or livelihood depends on living locally, such as agriculture, forestry, education, or other essential rural enterprises.

Primary Residence Requirement
New one-off rural houses would be required to remain the ownerโs principal private residence for a minimum of 10 years and would not be permitted for use as short-term holiday accommodation during that period.
Additional Planning Measures
๐ The exempted size limit for domestic extensions is proposed to increase from 40 mยฒ to 45 mยฒ.
๐ก Exemptions for garden rooms, home offices, and similar structures are proposed to increase from 25 mยฒ to 30 mยฒ.

Local authority development plans would remain in place for 10 years, providing longer-term certainty for residents, businesses, and developers.
