The Green Tug Transition Programme provides a strong policy signal for decarbonising India’s port operations. While the Approved Standard Tug Design and Specifications bring much-needed standardization, the current limitation to diesel-mechanical propulsion may unintentionally delay the adoption of green technologies.

Diesel-electric propulsion is a mature, reliable, and immediately deployable solution for tugs—offering emissions reduction, lower operating costs, faster delivery schedules, and higher domestic value addition. Most critical components are available within India, supporting Atmanirbhar Bharat objectives while reducing foreign exchange exposure.

A targeted update to ASTDS to include mechanical/electric propulsion configurations would preserve standardisation while enabling innovation and timely ex*****on. This adjustment can significantly accelerate the induction of green fleets, enhance shipyard competitiveness, and strengthen India’s standing in sustainable shipbuilding.

The opportunity now is to align regulatory design with ex*****on.

A policy recalibration with unintended consequences.
By flattening incentives under SBFAS 2025, India risks slowing the shift to green and electric vessels—especially for small and inland operators. If Maritime Vision 2047 and IMO Net-Zero 2050 are to stay on course, green ships must be enabled, not disincentivised.
Urgent course correction is needed.
