At a terminal, every movement is an invoice.

Every truck filled, every parcel loaded over a jetty, every unit sent out from a regas header is a billable transfer with an unforgiving tolerance stack. The pipeline meter gets the proving budget; the terminal, where transfers are frequent and small errors multiply across a year, often doesn't.

Loading meters drift like any other but they rarely see a prover. API MPMS discipline on loading and temperature correction keeps gantry throughput reconciling with invoiced volume. LNG send-out lives on density measured correctly at temperature and on energy, not just volume. And when a terminal balance won't close, the answer is almost always one specific skid not the whole terminal.

Allocation looks like an engineering detail and behaves like a commercial contract.

It decides how production and therefore revenue, cost and the government's share is split between partners and wells. As long as the field is stable, a rough allocation goes unchallenged. Add a new well-head platform, an EOR flood or a subsea tie-in, and the uncertainty that was always there becomes visible in a partner meeting.

Under the API MPMS Ch. 20 framework, the uncertainty of every metered stream propagates into the result, and the stream computed by difference inherits everyone else's error. A test separator sized for first oil stops describing a maturing well as water cut climbs. And a gas-condensate stream metered as if it were dry over-reads, quietly biasing the fiscal number.

On a city-gas rollout, the constraint is almost never the meter.

It's delivering the same city-gate, district and metering-regulating station compliant to PNGRB T4S, OISD and the PESO / SMPV rules dozens of times, against a minimum-work-programme clock, without a bottleneck or a compliance surprise at commissioning.

That's a standardisation problem. Fix the design once one proven P&ID, one bill of materials, one statutory submission and every downstream station becomes a repeat, not a fresh engineering job. Fabrication runs to a rollout plan instead of a series of bespoke builds, and the metering stops being the thing that slows the network down.

On most brownfield refinery upgrades, the metering is specified last and felt first.

A new unit ties into an existing fuel-gas header, flare loads shift, and the plant-wide balance drifts by a fraction of a percent. Every meter still reads clean. The balance is still wrong.

After an expansion, or***ce plates sized for the original load often slip below the Reynolds and beta-ratio limits of ISO 5167-2 / AGA 3 precise, stable, and no longer inside the standard they claim to meet. Meanwhile flare numbers that were once estimated increasingly have to be demonstrated, as BRSR, CCTS and OGMP 2.0 raise the bar on emissions accountability.

None of this needs a greenfield budget. It needs the existing installation checked against the standard it claims to meet, and the gaps ranked by how much measured value they move.

8 of 9 Custody Transfer Or***ce Metering Skids — dispatched on schedule for the hashtag .
Part of the hashtag programme, bringing natural gas to eight states across India's North-East — one of the country's flagship energy-infrastructure projects.
Project: EIN25001-09 | 2-Year Annual Rate Contract | End User: Indradhanush Gas Grid Limited | Consultant/PMC: MECON Limited, India | Location: Assam and Tripura
Each skid is a complete hashtag custody transfer package or***ce metering to AGA-3, 12" 600 # inlet/outlet, 92 kg/cm² design pressure, flow range 25,000 to 300,000 SCMD. The package integrates the filter & scrubber, gas chromatograph, hydrocarbon & water dew-point analysers, AGA-compliant flow computer, & control panel on a single skid.
The core measurement chain is anchored on the TEK-DP 1610A or***ce meter runs from our technology principal Tek-Trol LLCTekTrol LLC, USA. The hydrocarbon/ water dew-point analysers are from Vympel GmbH. These — together with the DP, pressure & temperature transmitters, FC and the GC — are integrated on the skid to deliver a fully corrected, energy-basis hashtag measurement to IGGL's requirements.
For EMPL, this ARC is also a proof point for our localisation roadmap - Tek-Trol / TekDPro DP flow solutions, India-engineered skid integration, and PSU-grade QA/QC documentation, all delivered under a single contract.

A note on what this milestone actually represents: Eight skids through FAT & dispatched on an ARC schedule is an engineering & delivery-discipline story as much as a fabrication one. Or***ce metering to AGA-3 remains the benchmark for trunk-line gas custody transfer — auditable, proven, & accepted by every PSU & PNGRB. But where the measurement actually lives or dies is in the details most people don't see: meter tube straight runs, β-ratio selection, or***ce plate finish to ISO spec, and FC configuration. Getting nine of these through design, engineering, fabrication, assembly and FAT — in sequence, on schedule, on an ARC — is the harder engineering and project-management challenge, & the one that separates a fabricator from a metering systems integrator. For our customers, that is the difference between a skid that works on day one & a metering system that holds its uncertainty budget for the life of the pipeline.
