Why do you need 'Technical Aid' for construction?
I have faced this question many times in my career. I have also seen many people hiring foreman or non technical people to supervise their construction work as they are cheap and lessens the total cost associated with construction.
Why do they cost less?
1) They are not trained professionals.
2) They may use less slab thickness instead of the specified thickness.
3) They may use thinner rods or non standardised material.
4) They may not follow the plan.
Thus, it makes your bulding weak and illegal (if standardisation is not followed).
Now, coming to the question,
If you ask any construction manager about the costing, he will tell you about 'QUALITY' being priority not the cost. Why? Because middle class people or lower middle class people invest their whole life savings to build a house and if it didn't last as it is hoped to then what is the point of saving the cost?
If I consider about the technicalities, there are many concrete compositions, rod thickness, strengthening by curing, brick/blockwork, etc which should be determined by an engineer calculating the load of the building ( and they are trained in those) such that your investment is properly utilised.
Moreover, all the BIS codes and local regulations/guidelines will be followed so that your building is by no means illegal.
