Med-TSO - Mediterranean Transmission System Operators Med-TSO is the Association of the Mediterranean Transmission System Operators (TSOs) for electricity, operating the High Voltage Transmission Networks

Med-TSO members share the primary objective of promoting the creation of a Mediterranean energy market, ensuring its optimal functioning through the definition of common methodologies, rules and practices for optimizing the operation of the existing infrastructures and facilitating the development of new ones. Med-TSO contributes to the achievement of this objective by promoting:

• the coordinati

on among the Med-TSO Countries of their National Transmission Network Development Plans and of their Power System operation, studying the development of an integrated, secure and sustainable Mediterranean Power System and promoting cross-border projects aiming at facilitating the integration of new energy sources (especially from RES), increasing security and quality of power supply;

• the use of common criteria and harmonized, transparent and non-discriminatory technical rules for guaranteeing the interoperability of the interconnected Power Systems;

• training, knowledge sharing and technical assistance in the Region, facilitating the exchange of information, analyses and experiences among the Associates, including the R & D sector;

• enhanced communication and consultation with stakeholders for improving TSOs operation transparency and facilitating the public acceptance of transmission infrastructures;

• the cooperation among the Mediterranean TSOs and coordinated approach towards the Institutions (in particular with the association of the Mediterranean Regulators for energy, MEDREG, and the European Network of TSOs for electricity, ENTSO-E);

• the role of TSOs at regional level, analyzing and taking common positions on issues that can have an impact on the development and operation of transmission systems;

What will the Mediterranean power system look like in 2040?

As Emmanuel Bué (RTE, France) and Charalampos Pitas explained in Paris during the CIGRE 2026, the Mediterranean electricity demand could increase by 40 to 50 percent by 2040 as a result of economic growth, electrification and new energy uses. Installed generation capacity is expected to double and renewable energy becoming the dominant source of electricity production since North Africa could emerge as a major green hydrogen hub and regional CO₂ emissions could be cut by half compared to current levels.

This transformation, as the speakers underlined, would require significant investments in transmission infrastructure and stronger cross-border integration.

Med-TSO has been awarded the “Certificate of Recognition Best Paper” by Study Committee C1 at the CIGRE 2026 Paris Session for our work: “Towards an Efficient, Adequate, Sustainable and Interconnected Mediterranean Power System: Résumé of the Master Plan.”

Here some key Insights from the 2025 Master Plan:

⚡ Clean Energy Transition | A major shift toward solar and wind generation driving the near-complete disappearance of highly polluting thermal plants by 2040.

⚡ 18 Strategic Infrastructure Projects | Adding ~15 GW of transfer capacity to strengthen cross-border grid integration.

⚡ Regional Resilience | Enhancing security of supply, reducing emissions, and delivering major socio-economic benefits across the Mediterranean basin.

Congratulations to the co-authors for their outstanding contribution: Charalampos Pitas (IPTO), Mario Sisinni (Terna), Emmanuel Bué (RTE), Ahmed Elshami, Anas El Hraiech, and our Secretary General Angelo Ferrante!

Yesterday, at CIGRE 2026 session in Paris, we held a highly engaging workshop, organised together with CIGRE’s Study Committee C1 chaired by Antonio Iliceto, and focused on the future of the Mediterranean power system, bringing regional cooperation and cross-border integration to the main stage.

Here are the key takeaways from our expert speakers:

⚡ Strategic Vision: Angelo Ferrante opened the event by stressing the critical need for stronger transmission networks and cross-border cooperation to overcome regulatory barriers and build a sustainable grid.

⚡Concrete Action: Babis PITAS detailed how the 2025 Mediterranean Master Plan and the TEASIMED 3 project are tackling technical challenges and driving market integration forward.

This morning, we held our 43rd Executive Board meeting, chaired for the first time by the newly elected President Tarik Hamane.

Among the issues in the agenda, the Senior Project Manager of hashtag Anas El Hraïech reviewed the status of the project started six months ago, also updating on the Project Initiation Documents, fundamental for the beginning of the technical activities.

The board also addressed on regional initiatives and discussed on concrete cooperation activities with important mediterranean stakeholders.

Furthermore, an important point of discussion has been the selection and hiring of new resources for the Secretariat, to reinforce the staff in view of the future challenges in implementing the project.
