Eshidiya Phosphate Mines recycles more than 2.5 million cubic meters of water annually

The Eshidiya Industrial Wastewater Treatment Plant marks a significant step forward in advancing sustainable water reuse in Jordan’s water and industrial sectors. With a mix of funding partners, including the United States, the project reflects a collaborative public–private approach designed to reduce pressure on groundwater resources, lower environmental impacts, build the capacity of local players, and enhance the efficiency and competitiveness of key national industries.

The plant at Eshidiya mine site, 125 km northeast of Aqaba, began full operations on January 5,2026, under a 20-year service agreement. Supported jointly through U.S. foreign assistance and Engicon O&M for the Jordan Phosphate Mines Company's use, the facility collects and treats industrial wastewater generated from phosphate washing processes and reuses it within industrial operations, significantly reducing freshwater demand and operational costs.

With a treatment capacity of 10,800 cubic meters per day and a recovery rate of around 70 percent, the plant produces approximately 7,000 cubic meters of recycled water daily equivalent to more than 2.5 million cubic meters annually. This helps address a major water constraint in Jordan’s phosphate sector, which relies heavily on limited water resources.

The project demonstrates how strategic U.S. foreign assistance, combined with private-sector funding, can support practical, durable solutions that strengthen Jordan’s water security.

Engicon O&M joins Policymakers in Highlighting the Importance of Mid-Scale PPPs in Jordan

Blended finance has rapidly emerged as a central mechanism for advancing infrastructure across the Middle East. Its purpose is to unlock private capital, reduce project risk, and enable governments to deliver water, energy, transport, and social services at scale.

Against this backdrop, Engicon O&M participated in the Policy Dialogue on Blended Finance for Public–Private Partnerships, held in Amman from 25–27 November 2025 and organized by the Arab Fund for Economic and Social Development (AFESD), the Government of Jordan, and the OECD-DAC.

Speaking on behalf of the group, Tarek Zureikat, Chairman of Engicon O&M and CEO of Engicon, joined senior policymakers, financiers, and private-sector leaders in Session 2 to examine the ecosystem required to expand blended-finance-driven PPPs in Jordan.

During the discussion, Zureikat highlighted a critical but often overlooked issue: Jordan’s small- and medium-scale PPPs remain difficult to structure and finance, despite offering economic value far greater than what their subsidized service tariffs suggest.

He credited the supportive banking environment that has enabled the company to secure favorable project finance facilities from local banks and the EBRD. At the same time, he underscored the need for stronger institutional processes and targeted risk-mitigation tools to help local developers and operators bring commercially viable solutions to market and unlock the full economic potential of mid-scale PPPs.

Engicon O&M is pleased to share progress on the construction of the Eshidiya Phosphate Mine Industrial Wastewater Treatment Plant (EPM IWWTP). The project, with work commencing on August 11, 2024, has achieved significant milestones, with over 25 percent of the construction work completed to date. The project, implemented by Engicon O&M in partnership with USAID and constructed by Issa Haddadin and Partner Co., is expected to conclude by mid-2025, with the initial commissioning stage scheduled for September 2025.

The Eshidiya Phosphate Mines Industrial Wastewater Treatment Plant (EPM IWWTP) Activity contributes to USAID's CDCS Development Objective (DO) 2: “Jordan’s Ability to Improve its Water Security Strengthened.” The activity focuses on saving groundwater by treating and reusing effluent water from phosphate washing and other industrial processes. This initiative will save approximately 7,500 cubic meters of water daily resulting in annual savings of 2.51 million cubic meters of water. By conserving local aquifers and reducing groundwater consumption, the project directly addresses Jordan’s critical water scarcity challenges.

In addition to promoting sustainable water management, the project mobilizes $5million in private investment aside from the grant, enhances water sector management, and provides capacity building through training staff from the Jordan Phosphate Mines Company (JPMC) on wastewater treatment plant operations.

This initiative reflects Engicon O&M’s commitment to sustainable development, water conservation, and supporting Jordan’s ability to strengthen its water security. We look forward to sharing further updates as the project progresses.

We are very pleased with the successful completion of LotusTex Industrial Water Treatment Plant. Engicon O&M has now commenced on a 14-year O&M contract to operate the plant and help save 80-85% of the waste water that is produced from textile production.

In its commitment to water saving and environmental sustainability, LotusTeX has assigned Engicon O&M with the design, financing, construction, and operation of its Industrial Wastewater Treatment Plant and Water Reuse System. The IWTP capacity is 2500 m3/day, designed to produce high-purity water to be reused in the industrial process of denim production.

LotusTex was established in 2018 as part of Lotus Group. It is a leader producer and exporter of denim fabrics in Egypt.
