新井悠氏（NTTデータ：当時）が日本政府に新設されたサイバー通信情報監理委員会の常勤委員に着任するにあたり、CODE BLUEの実行委員およびレビューボード（リーダー）を退任されることとなりました。新井氏の多大なるご貢献に心より感謝申し上げます。 後任のレビューボードのリーダーには、中島明日香氏（Elastic）が就任いたします。 引き続き、CODE BLUEをよろしくお願いいたします。

●Changes to CODE BLUE Review Board

We are pleased to announce important changes to the CODE BLUE organization.
Following Yu Arai's (NTT Data, at the time) appointment as a full-time member of the Government Cybersecurity and Communications Information Management Committee, he will be stepping down from his positions as Executive Committee member and Review Board Leader of CODE BLUE. We deeply appreciate Mr. Arai's tremendous contributions to CODE BLUE. Asuka Nakajima (Elastic) will assume the position of Review Board Leader. We look forward to your continued support of CODE BLUE.

CODE BLUE事務局代表の篠田佳奈が『月刊経団連』4月号の座談会「わが国のサイバー・レジリエンス強化に向けた課題と方策」に参加し、その内容が記事として掲載されましたのでお知らせいたします。

■記事の概要
国内の重要インフラや企業を狙うサイバー攻撃が増大・高度化する中、2025年5月に「サイバー対処能力強化法」等が成立しました。本記事では、「能動的サイバー防御」の枠組みのもと、日本全体のサイバー・レジリエンス強化に向けて官民連携で取り組むべき課題や具体的な方策について議論が交わされています。

■参加者とそれぞれの視点
・飯田 陽一 氏（内閣サイバー官）：政府の視点から、新法による能動的サイバー防御の狙いと、制度を形骸化させないための官民エコシステムの構築について説明しました。

・遠藤 信博 氏（経団連副会長）：経済界の立場から、経営層による脆弱性の克服や、中小企業を含めた社会全体の対策、人材育成の必要性を提言しました。

・蓮見 祥子 氏（スターバックスコーヒージャパン サイバーセキュリティ部部長）：現場の経験から、技術だけでなく「人の判断」を支える平時からの権限設計や指揮統制の重要性を強調しました。

・篠田 佳奈（BLUE 代表取締役）：国際的な人材育成の視点から、省庁の垣根を越えた連携や、熱意あるコミュニティ形成の重要性について語りました。

We are pleased to inform you that Kana Shinoda, Founder of CODE BLUE, participated in a roundtable discussion titled "Challenges and Measures for Strengthening Japan's Cyber Resilience" in the April issue of Japan Business Federation (Keidanren) Monthly, and the content has been published as an article.

■ Article Overview As cyberattacks targeting domestic critical infrastructure and companies have increased and become more sophisticated, the "Cyber Response Capability Enhancement Act" and related legislation were enacted in May 2025. This article discusses challenges and concrete measures that should be addressed through public-private collaboration to strengthen Japan's overall cyber resilience under the framework of "active cyber defense(Noudouteki cyber bougyo)."

■ Participants and Their Perspectives
・Yoichi Iida (Cabinet Cyber Official): From the government's perspective, he explained the objectives of active cyber defense under the new legislation and the importance of building a public-private ecosystem to prevent the system from becoming merely nominal.

・Nobuhiro Endo (Vice Chairman, Japan Business Federation): From the business community's standpoint, he proposed the necessity of overcoming vulnerabilities at the management level, implementing comprehensive measures throughout society including small and medium-sized enterprises, and developing human resources.

・Sachiko Hasumi (Head of Cybersecurity Department, Starbucks Coffee Japan): Drawing from field experience, she emphasized the importance of authority design and command and control systems during peacetime that support "human judgment" in addition to technology alone.

・Kana Shinoda (Founder, CODE BLUE): From an international human resource development perspective, she discussed the importance of collaboration transcending ministerial boundaries and fostering an enthusiastic community.

今回は、当カンファレンスの発起人であり事務局運営を担う篠田佳奈が、審査委員として携わった「サイバーセキュリティアワード2026」についてご紹介します。

本アワードは、デジタル政策フォーラムが主催しています。サイバーセキュリティやプライバシーに関する知識・分析などを、一般の人にもわかりやすく伝えた書籍、Web、フィクション作品などのうち、優秀なものを選定・表彰する取り組みです。サイバーセキュリティをより身近に考える環境を整備し、日本におけるサイバーセキュリティ・リテラシーの向上と、イノベーションの活性化に寄与することを目的としています。

2025年10月1日〜11月30日の期間で広くコンテンツが募集されました。その後、応募書類による選考を経て、審査委員会による厳正な審査が実施されました。審査では「分かりやすさ」「独創性」「インパクト」といった基準から総合的に評価が行われ、2026年3月16日の表彰式にて結果が発表されました。

大賞を受賞した「NHKスペシャル 創られた“真実” ディープフェイクの時代」をはじめとする全12の受賞作品、およびノミネートされた全19作品の一覧は、「サイバーセキュリティアワード」の公式Webサイト内でご覧いただけます。

In this issue, we introduce the "Cybersecurity Award 2026," in which Kana Shinoda, the founder of this conference and head of secretariat operations, participated as a member of the judging committee.

This award is hosted by the Digital Policy Forum. It is an initiative that selects and honors outstanding books, websites, fictional works, and other content that communicate knowledge and analysis related to cybersecurity and privacy in an easy-to-understand manner for the general public. The aim is to create an environment in which people consider cybersecurity more closely, and to contribute to the improvement of cybersecurity literacy in Japan and the activation of innovation.

Content submissions were widely solicited during the period from October 1, 2025 to November 30, 2025. Following the screening process based on submitted applications, a rigorous review was conducted by the judging committee. The evaluation was conducted comprehensively based on criteria such as "clarity," "originality," and "impact," and the results were announced at the awards ceremony held on March 16, 2026.

A list of all 12 award-winning works, including "NHK Special 'Manufactured Truth': The Age of Deepfakes," which won the Grand Prize, as well as all 19 nominated works, can be found on the official website of the "Cybersecurity Award."
