Transforming Water Management in Eldoret: The ELDOWAS Smart Metering Success Story.
To address operational inefficiencies caused by manual meter reading, aging infrastructure, and revenue losses, the Eldoret Water and Sanitation Co. Ltd (ELDOWAS), with funding support from the Water Sector Trust Fund - WSTF Trust Fund (WSTF), implemented the ELDOWAS Smart Metering Project.

Between November 2024 and December 2025, Danco supplied and installed advanced 13,290 smart meters in Eldoret’s East, West, and South Zones. The project modernized water monitoring, billing and network visibility through automated data collection, GIS integration, and real-time intelligence capabilities.
The rollout included 11,950 DN15 meters for domestic households, 900 DN20 meters for domestic and small commercial users, 200 DN25 commercial meters, and 240 bulk and district metering units ranging from DN50 to DN150.

The deployment combined Danco’s implementation expertise with Diehl’s globally recognized smart metering technology to establish a scalable digital framework for efficient utility operations and future Advanced Metering Infrastructure (AMI) expansion.
The deployment established a scalable digital framework for efficient utility operations and future Advanced Metering Infrastructure (AMI) expansion. Prior to implementation, ELDOWAS faced several operational and commercial constraints associated with conventional metering systems.
Mechanical meters had become increasingly inaccurate, resulting in unreliable consumption records and billing inefficiencies. Manual meter reading processes were labor-intensive, slow, and vulnerable to human error.
The utility also experienced:
High Non-Revenue Water (NRW) losses
Delayed leak detection and incident response
Meter tampering and illegal bypasses
Limited network-wide visibility
Slow customer dispute resolution processes
The absence of real-time monitoring capabilities delayed operational response times and contributed to water losses, revenue leakage, and reduced service efficiency.

ELDOWAS required a scalable smart metering solution capable of improving billing accuracy, increasing operational visibility, and strengthening revenue assurance.

A complete end-to-end smart metering solution was delivered, covering procurement, installation, GIS mapping, system integration, and operational commissioning across the city.

Over a 14-month implementation period, 13,290 smart meters were deployed across domestic, commercial, and bulk water connections.
Technology Infrastructure: The project deployed the IZAR Drive-By (RDC Motion) smart metering platform to provide ELDOWAS with automated data acquisition and real-time operational visibility.
Automated Meter Reading: Meter readings are automatically collected through handheld Bluetooth devices and drive-by collection vehicles operating within communication range of installed meters. This eliminated manual meter reading and improved operational efficiency and reading accuracy.
Centralized Data Integration: Collected data is transmitted through IZAR 2 and synchronized directly into the IZAR platform, eliminating manual data entry and reducing billing discrepancies.
GIS Asset Mapping: All installed meters are linked to GPS coordinates, enabling accurate asset tracking, spatial visibility, and streamlined field operations.

Real-Time Monitoring and Alerts
The system continuously monitors:
Consumption patterns
Meter health and performance
Leakage indicators
Reverse flow events
Tamper attempts and bypass activity
Automated alerts allow operational teams to identify and respond to anomalies in real time.

Within six months of operational monitoring, the project delivered measurable improvements in revenue performance, operational efficiency, and water accountability

The system achieved complete reading transmission reliability with zero loss of collected meter data.

98% Remote Reading Success Rate
Installed meters were successfully integrated into the billing platform with automated alarm functionality fully operational.

15% Increase in Monthly Revenue
ELDOWAS recorded an immediate 15% increase in monthly billed revenue.

Proactive Leak Detection
More than 1,000 customer premises with active leaks were identified through automated monitoring, enabling early intervention and reducing treated water losses.

Detection of Meter Tampering
The system identified 104 cases of tampering, including bypass attempts and reverse flow incidents. Continuous monitoring and investigative actions were initiated to strengthen accountability and revenue protection.

DANCO Capital Supplied HDPE Pipes for 81-Kilometer Ndugaki Irrigation Project, Bringing Reliable Water to 2,000 Households.

DANCO Capital supplied high-quality HDPE pipes for the Ndugaki Irrigation Project. This is inline with the company’s mission to connect communities with sustainable water solutions.

The pipeline covers 81 kilometers across Ndutumi, Gaturi and Kiria sub-locations in Kiharu Constituency, Murang’a County, the project is set to significantly improve irrigation access in the region. Once completed, it will provide reliable irrigation water sourced from the Maragua River to 2,000 households, enabling each farmer to irrigate atleast one acre of land.

The project is Funded by the National Irrigation Authority and implemented by Nyonjoro East Africa Limited. The 81-kilometer project will provide 2,000 households with each farmer irrigating one acre, with reliable irrigation water sourced from the Maragua River.

Each kilometer requires secure access infrastructure, cable management systems, and protective components that enable stable network deployment.
