The Siaya County Public Service Board also developed a staff establishment document that guides the various government departments on organizational structures and optimal staff levels for effective and efficient service delivery within the County Government of Siaya. This has also been approved by Siaya County Executive Committee and passed by the County Assembly of Siaya. Separately, the Board rejigged and set up a robust County Human Resource Management Advisory Management Committee (CHRMAC) for Employee Promotions, Redesignations, transfers, Deployments discipline among other factors. This advisory committee is chaired by the County Secretary with the head of the secretariat being the Director of Human Resource Management.

The 2017 - 2022 Siaya Government was able to set the right tone for the engagement, retention and entertainment of a good human resource base right from the outset. The county through the Siaya County Public Service Board, for example, developed a Human Resource procedure and policy Manual which was approved by the Cabinet to guide the human resource management chain more effectively.

Human Resource Management: - Good managers at every level recognize the importance of getting the right people to turn their plans and concrete goals into actions and results that answer to their objectives. County Governments must therefore seek to hire and sustain individuals with the right attitudes match their agenda with the county government’s agenda and have champions of good human resource practices at every level in order to help with follow through and results delivery.

Finances: - On financial matters, my government was able to develop and pass relevant legislation to facilitate county programs including County Strategic Plans, Annual Development Plans, Program Based Budgets, Fiscal Strategy Papers and Budget Outlook Papers. We have also ensured that a working procurement system is in place. The assent to the Cooperative Development Fund Bill, thereby making it law will ensure that local traders access capital to improve their lot in business.

Urban Development: - Urban areas regeneration in partnership with World Bank completely changed the outlook of our major towns and saw Siaya declared a municipality during my reign. Ugunja and Bondo have since been set up as major towns in the county too as a result of these partnerships.

Education: - Partnering with The Jaramogi Oginga Odinga University of Science and Technology and Maseno on University to establish campuses in Siaya were significant milestones for the health sector. We also awarded bursaries of up to KShs. 70 million annually for 9 years thereby ensuring students attain quality education standards for the next generation.

Health: - In the health sector, a comprehensive Community Health Strategy we adopted through Community Health Volunteers significantly impacted our health indicators positively. Additionally, every sub location in Siaya County now has a dispensary leading to the current 72% rate of skilled delivery from 38% in 2013. We were able to quickly set up modern isolation units in the wake of COVID-19 scourge and which are available for use within the health sector beyond the COVID-19 period.

Roads: - The Rasanga government managed to open and murram over 2,000 kilometers of roads to ensure robust and accessible road network across the county including in places that were hitherto inaccessible yet the road networks would open up the areas for business. The tarmacking of various road networks within the Siaya Central Business District and in Bondo Sub County have significantly boosted trade in the areas.

Water Access: - Water pans are important rain water harvesting avenues to provide easy access to water points for communities leaving in the villages even as piped water is pursued for their use. If constructed properly, the pans significantly improve fortunes of rural communities with some farming being practiced along the shores of the pans apart from other domestic uses. Working with the World Bank, we were able to rehabilitated various water pans across the County which will only require regular desilting to ensure sustainability. Over 60% of households now have access to clean water, thanks to the various boreholes drilled, water pans rehabilitated and water piping done through the Siaya Bondo Water and Sanitation Company.

Food Security: - In the agriculture sector front, we managed to mechanize agriculture, seeds and fertilizer subsidy in order to use more modern methods to increase production. Even though this is a continuous effort, there has been unprecedented increase in the number of farmers adopting modern technology and increased number of agriculture sector investors availing modern tractor ploughing services and moderated rates affordable to farmers. Previously, search services were beyond reach of locals due to exorbitant charges by such agriculture sector investors. Our subsidy programs revolutionized the market significantly. It is now very rare to find lorries with sacks of maize from other regions selling in Siaya due to improved farm outputs as a result of these initiatives.

Administrative Headquarters: - In order to better facilitate government administration and centralize service provision within the Siaya devolved unit, we were able to complete the construction of a magnificent Siaya County Headquarters which was officially opened by Hon. Eugene Wamalwa, the then Cabinet Secretary of Devolution at the National Government of Kenya. Governor Cornel Rasanga Amoth also assented to the Village Administration Bill passed by the County Assembly thereby making it an act that will see the County establish Village Councils and the Office of The Ward Administrator to deepen devolution down to the villages and bring government services and communication closer to the people.
