Phnom Penh’s rapid urban growth is placing increasing strain on drainage systems, particularly in expanding districts where natural ground absorption is reduced and runoff is intensified. Flooding today is not an isolated event — it reflects gaps in early-stage planning.

To address this, developments must prioritise subsurface infrastructure from the outset. This includes detention systems, backflow prevention, pump redundancy, and coordinated utility planning integrated with road and site design. When addressed early, these systems reduce long-term risk and eliminate the need for costly retrofits.
For high-value developments such as villas, healthcare facilities, and mixed-use projects, infrastructure oversight is not an option. Performance, safety, and asset value depend on it.
