Day 2 in Nanning: Bridging Corporate Innovation and Cultural Diplomacy

Building upon the foundational AI lectures from our opening day, Day 2 of the GUET AI Training Program offered our CARTA delegation a dynamic look at both technological application and cultural exchange.
We spent the morning at Guangxi Beitou AI Innovation, gaining invaluable insights into how artificial intelligence is being operationalized within large-scale corporate environments. For our delegation—which spans government, private enterprise, and education—observing these practical use-cases directly informs the digital transformation strategies we are developing for Cambodia.
To complement our technical training, the afternoon was dedicated to a Chinese Calligraphy workshop. This hands-on cultural experience fostered great team building and highlighted the importance of balancing rapid technological advancement with a deep appreciation for heritage and art.

CARTA Delegation Kicks Off 2026 GUET Artificial Intelligence Training Program in Nanning
NANNING, CHINA
Opening Ceremony of the 2026 GUET Artificial Intelligence Training Program, hosted at the Guangxi Academy of Artificial Intelligence.
A diverse, 25-person delegation from CARTA—comprising government policymakers, private sector executives, and high-achieving high school students—has officially commenced a week of intensive technological exchange and learning. The delegation is being led by the Vice President of CARTA, who delivered the opening remarks to inaugurate the event.
Organized in close partnership with the Guilin University of Electronic Technology (GUET), the program is designed to foster cross-border innovation and accelerate digital transformation. Throughout the week, CARTA delegates will participate in comprehensive AI training modules and engage directly with leading technology enterprises in the region.
During the Opening Ceremony, leadership highlighted the program as a tangible step toward realizing the China-Cambodia "Diamond Hexagon" cooperation framework, putting the visionary directives of both nations' leaders into direct action. The initiative stands as a testament to the robust, ongoing educational partnership established between CARTA and GUET in 2025.

On May 13, 2026, the Cambodia AI Robotics and Technology Transfer Association (CARTA) took a significant step forward in advancing Cambodia's digital frontier. Dr. Ly Diamand, Vice President of CARTA, had the distinct honor of coordinating and facilitating a high-level delegation visit for H.E. Dr. PHENG Sokliep, Under-Secretary of State of the Ministry of Justice, Cambodia, to the headquarters of China-ASEAN Information Harbor Co., Ltd. (CAIH).
Our primary mission was to explore the cutting edge of legal technology and pave new pathways for China-Cambodia cooperation in the digital and intelligent construction of the judicial field.
During the visit, our delegation toured the CAIH Digital Economy Showcase Center to learn more about their core development strategy: “AI-led, industry-empowered, ASEAN-applied.” We focused heavily on the practical applications of solutions like large-scale legal AI models, intelligent assistance in judicial proceedings, and the automated generation of prosecution documents. Witnessing these mature models in action gave us immense appreciation for how AI technology can drastically enhance the efficiency and quality of a modern judicial system.
In our in-depth discussions, H.E. Dr. PHENG Sokliep emphasized that Cambodia is actively promoting the modernization of its judicial system and urgently needs to be fully empowered by AI technology. To improve case-handling effectiveness, intensive management, and public judicial service delivery, Cambodia looks forward to learning from CAIH's advanced experience. This will help drive a digital and intelligent transformation across Cambodia's legal framework while expanding bilateral cooperation in legal tech and talent development.
As a bridge for technology transfer, CARTA is thrilled to help anchor this meaningful collaboration. CAIH expressed its strong willingness to utilize its legal AI models and full-scenario solutions to support Cambodia's digital judicial upgrade, deepening the practical, tech-driven bond between our two nations.
Moving forward, CARTA will continue to work closely with international tech pioneers like CAIH and our government partners. Together, we are committed to injecting strong digital momentum into Cambodia's legal system and contributing to the construction of a China-Cambodia community with a shared future in the digital era.

សន្និសីទអន្តរជាតិនេះ ក៏មានការចូលរួមពីសាកលវិទ្យាល័យ និងគ្រឹះស្ថានអប់រំជាង ១០០ស្ថាប័ន មកពី ៨០ប្រទេស ដោយមានអ្នកចូលរួមសរុបប្រមាណជាង ៦០០នាក់។
គោលបំណងនៃការរៀបចំសន្និសីទនេះឡើង គឺដើម្បីផ្សព្វផ្សាយអំពីឱកាសសិក្សានៅតាមសាកលវិទ្យាល័យក្នុងប្រទេសចិន និងប្រទេសជាសមាជិក ព្រមទាំងផ្លាស់ប្តូរបទពិសោធន៍លើវិស័យអប់រំ វិទ្យាសាស្ត្រ និងវេជ្ជសាស្ត្រទំនើប ក្នុងទិសដៅពង្រឹងកិច្ចសហប្រតិបត្តិការរវាងប្រទេសចិន និងបណ្តាប្រទេសសមាជិកដែលបានចូលរួម។
ក្រោយបញ្ចប់សន្និសីទអន្តរជាតិនេះ គណៈប្រតិភូកម្ពុជាបានវាយតម្លៃខ្ពស់ចំពោះកិច្ចសហប្រតិបត្តិការអន្តរជាតិ និងបានជំរុញទឹកចិត្តដល់សមាគមទាំងពីរ ឱ្យបន្តកិច្ចខិតខំប្រឹងប្រែងក្នុងការសហការជាមួយស្ថាប័នអន្តរជាតិនានា និងជួយផ្សព្វផ្សាយពីសក្តានុពលនៃវិស័យអប់រំរបស់ប្រទេសកម្ពុជាទៅកាន់ឆាកអន្តរជាតិ។

Participation in "The 3rd Belt & Road Chinese University & Overseas Partner Exchange Conference" in Guangzhou
Through the collaboration between the Cambodia AI Robotics and Technology transfer Association and Guangzhou MalishaEdu. We respectfully invited a Cambodian delegation from various ministries to attend the “The 3rd Belt & Road Chinese University & Overseas Partner Exchange Conference” held in Guangzhou, People's Republic of China, from November 27 to 28, 2025.
Dr. Ly Diamand, Vice President of the Cambodia AI Robotics and Technology transfer Association and representative of the Cambodia-China Vocational Education Exchange Association, led the Cambodian delegation, which included:
• H.E. Dr. Pheng Sokliep, Undersecretary of State, Ministry of Justice
• H.E. Mol Vibol, Undersecretary of State, Ministry of Labour and Vocational Training
• Dr. Nguon Sokcheng, Deputy Director General of Higher Education, Ministry of Education, Youth and Sport
• Representatives from Preah Sisowath High School.
The international conference was attended by over 100 universities and educational institutions from 80 countries, with a total of approximately 600 participants.
The objectives of organizing this conference were to promote study opportunities at universities in China and member countries, to exchange experiences in the fields of education and modern medical science, and to strengthen cooperation between China and the participating member countries.
Following the conclusion of this international conference, the Cambodian delegation highly evaluated the international cooperation and encouraged both associations to continue their efforts in collaborating with various international institutions and to promote the potential of Cambodia's education sector.
