ເຂື່ອນໄຟຟ້າ ຫ້ວຍລະແງ – ພະລັງງານແຫ່ງສາຍນ້ຳ ຄຽງຄູ່ກັບທຳມະຊາດ
ເຂື່ອນໄຟຟ້າ ຫ້ວຍລະແງ ຕັ້ງຢູ່ທ່າມກາງພູເຂົາ ແລະ ປ່າໄມ້ອັນຂຽວງາມ ຂອງບ້ານໂບປິງ ເມືອງກະລຶມ ແຂວງ ເຊກອງ ເປັນໂຄງການພະລັງງານນໍ້າ ທີ່ຖືກພັດທະນາຂຶ້ນດ້ວຍຄວາມມຸ່ງໝັ້ນ ໃນການນຳໃຊ້ຊັບພະຍາກອນ ທຳມະຊາດ ໃຫ້ເກີດຜົນປະໂຫຍດສູງສຸດ ລະຫວ່າງການພັດທະນາ ແລະ ການຮັກສາສິ່ງແວດລ້ອມ. ໂຄງການດັ່ງກ່າວ ໄດ້ຮັບການລົງທຶນໂດຍ ບໍລິສັດ ຈະເລີນເຊກອງ ພະລັງງານ ຈຳກັດ ຖືຮຸ້ນ 30% ແລະ ບໍລິສັດ SDK ຖືຮຸ້ນ 70% ເພື່ອຮ່ວມສ້າງແຫຼ່ງພະລັງງານທີ່ສະອາດ ສົ່ງອອກໃຫ້ແກ່ພາກພື້ນ.
ເຂື່ອນໄຟຟ້າ ຫ້ວຍລະແງ ເລີ່ມລົງມືກໍ່ສ້າງ ໃນປີ 2022 ໂດຍແມ່ນບໍລິສັດ Sino Hydro ເປັນຜູ້ຮັບເໝົາກໍ່ສ້າງ, ບໍລິສັດທີ່ປຶກສາແມ່ນ ບໍລິສັດ China Water Conservancy and Hydropower Engineering Consulting northwest ແລະ ບໍລິສັດ Powerchina Hubei ເປັນຜູ້ຮັບເໝົາຕິດຕັ້ງເຄື່ອງຈັກປັ່ນໄຟ. ເຂື່ອນດັ່ງກ່າວ ເປັນເຂື່ອນຮູບແບບມີອ່າງເກັບນໍ້າ (Reservoir) ທີ່ຖືກອອກແບບໃຫ້ກົມກຽວກັບພູມສັນຖານທາງທຳມະຊາດ, ສັນເຂື່ອນມີຄວາມສູງ 60 ແມັດ ແລະ ມີພື້ນທີ່ຮອງຮັບນໍ້າຝົນກວ້າງເຖິງ 279.8 km2, ມີກໍາລັງການຕິດຕັ້ງທັງໝົດ 60 MW ເປັນປະເພດຈັກ Vertical Pelton ແກນຕັ້ງ ຈໍານວນ 2 ໜ່ວຍ ສາມາດຜະລິດພະລັງງານໄຟຟ້າ ສະເລ່ຍ 289.69 ກິ GWh/ປີ.
ເຂື່ອນໄຟຟ້າ ຫ້ວຍລະແງ ໄດ້ລົງນາມສັນຍາສຳປະທານ ກັບ ລັດຖະບານ ແຫ່ງ ສປປ ລາວ ຕາງໜ້າໂດຍ ກະຊວງແຜນການ ແລະ ການລົງທຶນ ໃນວັນທີ 22 ທັນວາ 2021 ເພື່ອພັດທະນາແຫຼ່ງພະລັງງານນໍ້າ ໃຫ້ເກີດປະໂຫຍດສູງສຸດ. ພ້ອມກັນນີ້, ຍັງໄດ້ສໍາເລັດການເຈລະຈາ ແລະ ເຊັນສັນຍາຊື້-ຂາຍໄຟຟ້າກັບ ລັດວິສາຫະກິດໄຟຟ້າ ແຫ່ງ ສສ ຫວຽດນາມ (EVN) ໃນວັນທີ 17 ພຶດສະພາ 2023 ເພື່ອສົ່ງອອກພະລັງງານໄຟຟ້າສະອາດ ໄປຍັງ ສສ ຫວຽດນາມ. ມາຮອດປັດຈຸບັນ ວຽກງານການກໍ່ສ້າງ, ຕິດຕັ້ງ ແລະ ທົດສອບເຄື່ອງຈັກຜະລິດໄຟຟ້າ ແມ່ນສໍາເລັດ 100% ແລະ ມີຄວາມພ້ອມໃນການສົ່ງຂາຍໄຟຟ້າຢ່າງເປັນທາງການ (COD) ໃນເດືອນ ມິຖຸນາ 2026 ໃຫ້ແກ່ EVN.
ເຂື່ອນໄຟຟ້າ ຫ້ວຍລະແງ ບໍ່ແມ່ນພຽງແຕ່ແຫຼ່ງຜະລິດໄຟຟ້າສະອາດຈາກພະລັງງານນໍ້າ ແຕ່ຍັງເປັນໜຶ່ງໃນການຂັບເຄື່ອນໃຫ້ແກ່ວຽກງານການຄ້າ-ການລົງທຶນ ແລະ ການສ້າງເຮັດວຽກງານທໍາໃຫ້ແກ່ປະຊາຊົນ ໃນທ້ອງຖິ່ນ ເຊິ່ງເປັນການປະກອບສ່ວນອັນສໍາຄັນ ໃຫ້ແກ່ການພັດທະນາທາງເສດຖະກິດ ຂອງແຂວງ ເຊກອງ ກໍຄື ຂອງປະເທດ, ພ້ອມທັງເປັນສັນຍາລັກ ຂອງການພັດທະນາ ຄຽງຄູ່ກັບ ການຮັກສາສິ່ງແວດລ້ອມ ເພື່ອໃຫ້ສາຍນ້ຳ ແລະ ປ່າໄມ້ ຍັງຄົງສວຍງາມ ແລະ ອຸດົມສົມບູນ ໃຫ້ຍືນຍົງຕະຫຼອດໄປ.
Houay La Ngae Hydropower Dam – The Power of Water in Harmony with Nature
The Houay La Ngae Hydropower Dam is located among the mountains and lush green forests of Boping Village, Kaleum District, Sekong Province, Laos. It is a hydropower project developed with a strong commitment to utilizing natural resources efficiently while balancing development with environmental protection.
The project is jointly invested in by Chaleun Sekong Energy Co., Ltd., which holds 30% of the shares, and SDK Company, which holds 70%, with the aim of creating a clean energy source for export to the region.
Construction of the Houay La Ngae Hydropower Dam began in 2022, with Sino Hydro serving as the main construction contractor. The consulting company is China Water Conservancy and Hydropower Engineering Consulting Northwest, while Powerchina Hubei is responsible for installing the power-generation equipment.
The dam is designed as a reservoir-type hydropower project that blends with the natural landscape. The dam crest has a height of 60 meters, and the catchment area covers 279.8 km². The total installed capacity is 60 MW, utilizing two vertical-axis Pelton turbines. The plant can generate an average of approximately 289.69 GWh of electricity per year.
The Houay La Ngae Hydropower Project signed a concession agreement with the Government of the Lao PDR, represented by the Ministry of Planning and Investment, on December 22, 2021, to develop and maximize the benefits of hydropower resources. In addition, the project successfully negotiated and signed a Power Purchase Agreement (PPA) with Vietnam Electricity (EVN) on May 17, 2023, to export clean electricity to Vietnam.
At present, construction, installation, and testing of the power-generation equipment have been completed 100%, and the project is ready for Commercial Operation Date (COD) in June 2026 to officially supply electricity to EVN.
The Houay La Ngae Hydropower Dam is not only a source of clean energy generated from water but also plays an important role in promoting trade, investment, and job creation for local communities. It contributes significantly to the economic development of Sekong Province and the country as a whole, while also symbolizing development that goes hand in hand with environmental conservation—ensuring that rivers and forests remain beautiful and abundant for generations to come.
