VACANCY ANNOUNCEMENT – JICA Project Assistant (Administration and Programme Support)
The Japan International Cooperation Agency (JICA) Expert dispatched to the Lao National Unexploded Ordnance Programme (UXO Lao) is seeking a highly motivated Project Assistant to support project implementation at the UXO Lao National Office in Ban Nonsaart, Vientiane Capital.
The successful candidate will provide both administrative/back-office support and programme implementation support, working closely with the JICA Expert and other project staff.
MAIN DUTIES AND RESPONSIBILITIES
1. Administrative and Financial Support
• Perform administrative tasks such as procurement/payment of goods and services for project activities, making appointments, and handling other administrative matters.
• Process accounting documents according to JICA’s standard accounting policies and procedures.
• Request quotations and invoices for procurement.
• Support budget tracking and financial planning for project activities.
• Handle petty cash as requested by the JICA Expert.
• Maintain organized financial and administrative records (electronic and hard copies).
• Support office management, including office equipment/supplies management and inventory management.
2. Logistics and Coordination Support
• Coordinate logistics for meetings, workshops, trainings, seminars, and events.
• Arrange logistics for business trips, missions, and field visits.
• Coordinate with UXO Lao HQ units, provincial offices, government counterparts, and relevant stakeholders as needed.
• Support scheduling, meeting arrangements, and follow-up communications.
3. Programme Implementation Support
• Support implementation of project activities, including capacity development activities, workshops, strategic planning follow-up, and other project initiatives.
• Assist in collecting, organizing, and summarizing background information and project-related documents.
• Support preparation of meeting minutes, summaries, reports, presentations, and other project documents.
• Assist in monitoring progress of project activities and following up on agreed actions.
4. Communication and Translation Support
• Provide translation and interpretation support between Lao and English (both directions).
• Draft emails, meeting records, and other communications in English and Lao.
• Support public relations and visibility activities, including communication materials and event support, as needed.
QUALIFICATIONS AND REQUIREMENTS
• Excellent proficiency in both English and Lao (listening, speaking, reading, and writing).
• Strong communication and interpersonal skills, with the ability to coordinate effectively with government officials and diverse stakeholders.
• Proven administrative and financial management skills.
• Strong organizational skills and attention to detail.
• Ability to work proactively, manage multiple tasks, and follow through with limited supervision.
• Ability to prepare clear written documents, summaries, and communications in English.
• Willingness and ability to travel to provinces for project-related activities.
• Strong interest in contributing to development, public service, social impact, or related fields.
• Experience in project coordination, administration, communications, or programme support is highly desirable.
• Experience working with JICA projects, international organizations, government agencies, or development projects is an advantage.
• Experience or knowledge in UXO / mine action is an advantage, but not required.
CONTRACT DURATION
• Initial contract period: one year (including probation period), renewable subject to satisfactory performance, project needs, and budget availability.
• Preferred starting date: June/July 2026 (to be discussed).
