The Demand-Side Management and Energy Efficiency (DSM/EE) Project in Lao PDR is being implemented by Electricité du Laos (EdL) with funding from the World Bank/GEF. It is a component of the Rural Electrification Project (REP), which has the objectives of increasing electrification rates in rural households, promoting renewable energy technologies, and increasing national energy efficiency. The pro

ject's goals is to “implement EE measures and encourage consumers to use less energy while building awareness of the benefits associated with EE measures. In order to realize this goal, EdL established a separate unit responsible for promoting DSM and EE use of electricity – it is called the “DSM Cell”, and was formed in 2006. The DSM Cell is housed in the Technical Department of EdL, and works closely with the Loss Reduction Unit. Implementation of DSM/EE activities has been carried out under the guidance of the DSM/EE steering committee, which is composed of representatives from other key agencies and ministries.
