The Montserrado Public Library Nearsw Completion at 99%

The Liberia Agency for Community Empowerment (LACE), as the key implementing agency, has overseen the construction of the Montserrado County Public Library, a landmark project funded under the FY2024 Legislative Support Project through the Office of Montserrado County Senator Hon. Abe Darius Dillon.

LACE contracted the services of the Liberia Corporation for Development, Reconstruction and Investment to execute the project. The initial contractor completed approximately 85% of the work before the project was subsequently handed over to another contractor by the Office of Senator Dillon. Despite the transition, implementation continued smoothly, and the project has now reached an impressive 99% completion.

The near-completion of the library represents an important step toward providing residents, particularly students, researchers, and young people, with a modern and accessible space for learning, research, and knowledge development.

LACE extends appreciation to its Executive Director, Mr. Julius K. Sele, and Senator Abe Darius Dillon for their continued commitment and tireless efforts toward ensuring that the project is completed successfully and within the intended timeframe.

LACE Appoints New Community Services Director

The Executive Director of The Liberia Agency for Community Empowerment (LACE), Mr. Julius K. Sele has appointed a new Community Services Director as part of its ongoing efforts to strengthen the Agency’s institutional structure and advance the implementation of its 2026 Strategic Plan.

In communicating the appointment, LACE Management expressed confidence in the appointee’s long-standing dedication, commitment, and contributions to the Agency over the years. The appointment takes immediate effect, with Management expected to work closely with the new Director to establish a fully operational Community Services Department within the next two months.

The new Community Services Director has also been directed to liaise with the Human Resource Department for guidance on the Terms of Reference for the position and to contribute to the development of the operational mandate of the new department.

Nimba University Expansion Reaches 90% Completion, Bringing Hope for Improved Learning Environment

In SANNIQUELLIE, Nimba County as at August 4, 2026, the Extension Classarooms project at Nimba University has reached a significant milestone, with construction now standing at 90 percent completion, marking another major achievement in the Government of Liberia's commitment to strengthening higher education infrastructure across the country.

The project, which is being implemented by the Liberia Agency for Community Empowerment (LACE) and funded through the Office of the Vice President of the Republic of Liberia, Hon. Jeremiah Kpan Koung, is expected to be completed within the scheduled timeframe.

During a chat with the Executive Director of LACE, Mr. Julius K. Sele, the Chief Executive Officer and owner of the Only God's Grace Construction Company, Mr. Augustus Menkoah expressed confidence that construction will be completed on schedule. He noted that the project team remains committed to delivering a modern academic facility that will significantly improve the teaching and learning environment for students and faculty of Nimba University.

The expansion project was initiated following a request from the administration of Nimba University to Vice President Koung. At the time, the university was experiencing severe shortages of classroom space, making it increasingly difficult to conduct regular academic sessions.

Due to the lack of adequate and spacious classrooms, both lecturers and students were often compelled to seek vacant classrooms in nearby elementary and junior high schools surrounding the university campus to accommodate their various class sections. This situation disrupted academic activities and underscored the urgent need for additional instructional space.

Recognizing the importance of creating a conducive environment for higher education, Vice President Koung responded positively to the university's appeal by supporting the construction of the expansion project through his office.
With the project now nearing completion, the additional facilities are expected to provide students and faculty with modern, spacious, and comfortable classrooms that will enhance academic delivery, improve learning outcomes, and support the university's growing enrollment.

LACE continues to supervise the project to ensure that construction meets the required quality standards while maintaining the implementation schedule. Upon completion, the expansion will stand as another testament to the Government of Liberia's commitment to investing in education and creating opportunities for young Liberians to pursue quality higher education in an enabling environment.

System Mid-Year Review Training

The Liberia Agency for Community Empowerment (LACE) is currently participating in the ongoing Performance Management Compliance System (PMCS) Mid-Year Review Training Session being held at the Bella Casa Hotel in Monrovia.

The training has brought together representatives from various Ministries, Agencies, and Commissions (MACs) across the Government of Liberia to strengthen the implementation of the Performance Management Compliance System and enhance accountability, transparency, and service delivery within public institutions.

Representing LACE at the training are Mr. Ernest Vobah, Compliance Director, and Mr. Advertus Koyee, Management Information System Officer. Their participation underscores the Agency's commitment to improving institutional performance and ensuring compliance with government performance management standards.

The training focuses on assessing the progress made during the first half of the performance management cycle, identifying implementation challenges, and developing strategies to improve performance outcomes for the remainder of the year.

LACE continues to prioritize effective performance management as part of its broader commitment to promoting efficiency, accountability, and excellence in delivering development programs and services to communities across Liberia.

LACE and LPRC Conduct Joint Monitoring and Supervision of Grand Gedeh University Student Center Project

The Liberia Agency for Community Empowerment (LACE), in collaboration with the Liberia Petroleum Refining Company (LPRC), has conducted a joint monitoring and supervision mission to assess the progress of the Grand Gedeh University Student Center currently under construction on the campus of Grand Gedeh University in Zwedru City, Grand Gedeh County.

The joint monitoring exercise, held on August 3, 2026, brought together technical experts from both institutions to ensure that the project is being implemented in line with the approved engineering designs, technical specifications, and contractual obligations.

The LACE delegation was led by the Agency's Head Engineer, Daniel Kolako, accompanied by Project Architect Enoch Senwoyenko. The LPRC delegation included the Company's Engineer, Program Manager, and Assistant Manager for Technical Services, all of whom inspected the project site alongside the contractor, Only God's Grace Construction Company owned and headed by Augustus Menkoah.

The primary objective of the joint supervision was to verify that construction activities had officially commenced and to determine whether the contractor was adhering to the agreed project designs, construction standards, and implementation schedule outlined in the project agreement signed between LACE and LPRC.

During the inspection, members of the technical team assessed the ongoing works, reviewed construction methodologies, and provided technical guidance aimed at ensuring quality assurance and timely project delivery. The team emphasized the importance of maintaining strict compliance with engineering specifications and safety standards throughout the implementation period.

The Grand Gedeh University Student Center is being financed by the Liberia Petroleum Refining Company (LPRC) under the its Corporate Social Responsibility (CSR) Program and is being implemented by LACE as part of the Government of Liberia's commitment to improving educational infrastructure and enhancing the learning environment for university students. The cost of the Student Center is US$165,000.00

Upon completion, the Student Center will provide students with a modern facility for studying, meetings, research, and other academic and social activities, thereby contributing significantly to student development and improving campus life at Grand Gedeh University.

The joint monitoring mission underscores the strong partnership between LACE and LPRC and reflects both institutions' commitment to transparency, accountability, quality service delivery, and the successful implementation of development projects that positively impact communities across Liberia.

LACE Announces Completion of Warehouse Roof at Japanese Wood Workshop Project

The Liberia Agency for Community Empowerment (LACE) is pleased to announce the successful completion of the roofing works for the warehouse component of the Japanese Wood Workshop Project, located in the township of Dukpuyee, Nimba County, Liberia marking another significant milestone in the implementation of this important national development initiative.

The project is funded through a bilateral agreement between the Government of Liberia and the Government and People of Japan. The fund is managed in Liberia by the Japanese Counterpart Value Fund. The project is value at approximately US$2 million, the initiative is being implemented by LACE under the leadership of its Executive Director, Mr. Julius K. Sele.

The completion of the warehouse roof represents substantial progress toward the full completion of the project, which is expected to strengthen technical and vocational education, promote skills development, and create sustainable employment opportunities for Liberians in the woodworking sector.

Construction is being carried out by the BMC Group, which is now in the final phase of the project. The contractor is currently undertaking the remaining finishing works, including interior and exterior finishing, painting, installation of fixtures, and other essential components required for the project's completion.

LACE commends the Government and People of Japan for their continued partnership and support toward Liberia's development agenda. The Agency also appreciates the dedication of the BMC Group in advancing the project and remains committed to ensuring its timely completion in accordance with the required standards.

Grand Gedeh Student Center Construction Reaches Major Milestone

The Construction of the Grand Gedeh Student Center has reached another important milestone, with the project making significant progress as all construction materials are now on site for the commencement of the superstructure phase.

The availability of all required materials marks a critical step in the project's implementation and demonstrates the commitment of stakeholders to ensuring timely completion of the facility. Work on the superstructure is expected to be completed within the next two months, after which roofing and interior finishing works will begin.

Project engineers estimate that the entire facility, including roofing, electrical, plumbing, and finishing works, will be completed within the next four months, provided construction continues according to schedule.

The Grand Gedeh Student Center is being implemented by the Liberia Agency for Community Empowerment (LACE) with funding from the Liberia Petroleum Refining Company (LPRC). The project represents a strategic investment in higher education infrastructure and is valued at more than US$165,000.
