We are looking for an experienced Marine Procurement Coordinator to support an international EPC/EPIC Offshore Oil & Gas project in Libya.

The selected candidate will coordinate the procurement and contracting of marine vessels, offshore equipment and specialized services, ensuring technical compliance, timely availability and cost control.

KEY RESPONSIBILITIES

✅ Coordinate procurement and contracting of vessels, marine equipment and offshore services.

✅ Manage RFQs, RFPs, technical and commercial bid evaluations, negotiations and contract awards.

✅ Coordinate the chartering of AHTS, PSV, DSV, MPSV, crew boats, barges, tugboats and other offshore support vessels.

✅ Procure marine transportation, towing, lifting, mobilization and demobilization services.

✅ Review technical requisitions, scopes of work, specifications and vessel documentation.

✅ Coordinate vessel inspections, suitability assessments, on-hire surveys and pre-mobilization activities.

✅ Monitor shipowners, marine agents, vendors and subcontractors.

✅ Control delivery schedules, vessel availability, daily rates, additional costs, change orders and contractual claims.

✅ Prepare procurement plans, KPIs, progress reports and cost forecasts.

REQUIREMENTS

✔ Bachelor’s degree in Engineering, Logistics, Supply Chain, International Trade, Business Administration or a related discipline.

✔ Minimum 7 years of experience in procurement, contracts, marine logistics or marine operations.

✔ At least 5 years of experience in Offshore Oil & Gas or EPC/EPIC projects.

✔ Proven experience in vessel chartering, marine services and offshore equipment procurement.

✔ International project experience is mandatory.

✔ Knowledge of charter contracts, BIMCO, IMO, IMCA, SOLAS, MARPOL, ISM, ISPS and DNV requirements.

✔ Strong negotiation, contract administration, cost control and vendor management skills.

✔ Fluent English is mandatory.

✔ Availability to work in Libya and travel internationally.

PREFERRED

⭐ Valid EU Blue Card.

⭐ Experience in Libya, North Africa, the Mediterranean or the Middle East.

⭐ SAP, Oracle or other ERP experience.

⭐ BOSIET, HUET, H2S and valid offshore medical certifications.

⭐ Arabic or Italian language skills.

We have four vacancies available for experienced Offshore Field Engineers to participate in construction, installation, pre-commissioning and commissioning activities for the Mellitah Oil & Gas Offshore Expansion Project in Libya.

Candidates must have proven offshore and international project experience, strong multidisciplinary technical coordination skills and the ability to ensure compliance with international safety and quality standards.

REQUIREMENTS

✔ Bachelor’s degree in Engineering.

✔ Proven offshore experience in Oil & Gas projects.

✔ Previous international project experience is mandatory.

✔ Experience with offshore pipelines, umbilicals, fiber-optic cables and subsea systems.

✔ English proficiency is mandatory.

✔ Availability for offshore work and international rotations.

TECHNICAL COMPETENCIES

PRINCIPALI RESPONSABILITÀ

REQUISITI

✔ Almeno 5 anni di esperienza HSE in progetti Offshore Oil & Gas, EPC, petrolchimici, energetici o di costruzione industriale.

✔ Esperienza nel coordinamento HSE di attività di costruzione offshore.

✔ Esperienza e conoscenza degli studi di Technical Safety, inclusi risk assessment, HAZID, HAZOP, QRA, Fire and Explosion Analysis, Emergency Response e Safety Case.

✔ Solida conoscenza delle norme ISO 45001, ISO 14001 e ISO 9001.

✔ Conoscenza dei sistemi Permit to Work, dell’Incident Investigation e del Contractor Safety Management.

✔ Esperienza nella preparazione di HSE reporting, KPI e report periodici di progetto.

Join our Engineering & Projects team and contribute to the delivery of complex, world-class Subsea solutions for the Oil & Gas industry.

KEY RESPONSIBILITIES

✅ Review, design, and specify Subsea systems, including SSIVs, flowlines, risers, umbilicals, tie-in spools, and associated equipment.

✅ Lead and review engineering analyses covering pipeline integrity, flow assurance, thermal insulation, corrosion, free-span, and fatigue.

✅ Manage engineering activities from procurement and fabrication through installation, pre-commissioning, and commissioning.

✅ Coordinate SSIV skid assembly, load-out, offshore installation, testing, and performance verification.

✅ Interface with contractors, fabrication yards, vendors, and offshore installation teams.

✅ Review and approve vendor documentation, drawings, technical procedures, specifications, and engineering deliverables.

REQUIREMENTS

✔ Bachelor’s degree in Mechanical, Subsea, Ocean, Petroleum Engineering, or a related discipline.

✔ 5–10 years of experience in Subsea projects and subsea pipeline systems.

✔ Hands-on experience with SSIVs, umbilicals, flowlines, risers, tie-in spools, and Subsea equipment.

✔ Experience in EPC projects, offshore construction, and Subsea installation.

✔ Knowledge of S-Lay, J-Lay, and Reel-Lay installation methods.

✔ Experience with FAT, SIT, field testing, pre-commissioning, and commissioning.

✔ Strong knowledge of DNV, API, ISO, and ASME standards.

✔ Good understanding of HAZOP, HAZID, integrity management, and risk-management processes.

✔ Strong analytical, problem-solving, communication, and teamwork skills.
