马来西亚水产商公会(MADA)重申支持农业及粮食安全部(KPKM)加强对进口水产品的监管措施,包括要求进口产品附上分析证明书(CoA)及暂时限制部分泰国虾类进口。
我们必须强调,这项措施的核心重点是食品安全与人民健康,而不是价格问题。
马来西亚水产养殖业长期以来严格禁止在养殖过程中使用抗生素,以确保本地水产品符合食品安全标准,并保障消费者健康。本地业者多年来投入大量努力,建立更安全、更负责任的养殖体系。
如果市场长期充斥含有抗生素风险的进口水产品,不仅会影响消费者对海产品的信心,更可能对人体健康带来长期隐忧,包括抗药性问题。世界各国目前都越来越重视食品中的抗生素残留问题,因为这关系到全民健康与下一代的食品安全。
事实上,这些年来马来西亚本地养殖户并没有大幅调涨价格。相反地,每当泰国虾类市场滞销时,大量低价产品流入我国,导致本地虾价严重受压,许多本地养殖业者面对巨大生存压力。
然而,消费者却未真正享受到明显更便宜的海鲜价格,反而是大量资金长期流向国外市场。本地养殖业在长期不公平竞争下逐渐萎缩,部分养殖场甚至被迫减产或停业。这不仅影响本地经济,也削弱我国未来的粮食安全与水产自供能力。
因此,政府加强进口监管,是一个负责任及必要的预防措施。MADA认为,食品安全不能妥协,人民健康更不能拿来冒险。
我们相信,大多数消费者也希望自己和家人吃得更安心、更安全,而不是仅仅追求低价。
MADA将继续支持政府推动更严格、更透明及更安全的食品监管制度,共同维护国家食品安全及本地水产养殖业的健康发展。

Press Statement by the Malaysia Aquaculture Development Association (MADA)
The Malaysia Aquaculture Development Association (MADA) reiterates its support for the Ministry of Agriculture and Food Security (KPKM) in strengthening regulatory measures on imported seafood products, including the requirement for imported products to be accompanied by a Certificate of Analysis (CoA) and the temporary restriction on certain shrimp imports from Thailand.
We must emphasize that the core focus of these measures is food safety and public health, not pricing.
Malaysia’s aquaculture industry has long strictly prohibited the use of antibiotics in aquaculture farming to ensure that local seafood products meet food safety standards and safeguard consumer health. Local industry players have invested significant effort over the years to build a safer and more responsible aquaculture system.
If the market continues to be flooded with imported seafood products carrying potential antibiotic risks, it will not only undermine consumer confidence in seafood products, but may also pose long-term health concerns to the public, including antibiotic resistance issues. Countries around the world are increasingly concerned about antibiotic residues in food, as this directly affects public health and the food safety of future generations.
In fact, local aquaculture farmers in Malaysia have not significantly increased prices over the years. On the contrary, whenever the Thai shrimp market experiences oversupply, large volumes of low-priced shrimp products flow into Malaysia, causing severe price pressure on local shrimp farmers and placing many local aquaculture operators under tremendous survival challenges.
However, consumers have not genuinely benefited from substantially cheaper seafood prices. Instead, a large amount of capital has continuously flowed overseas. Under prolonged unfair competition, the local aquaculture industry has gradually weakened, with some farms forced to reduce production or cease operations entirely. This not only affects the local economy, but also weakens Malaysia’s future food security and self-sufficiency in seafood production.
Therefore, the government’s move to strengthen import regulations is a responsible and necessary preventive measure. MADA believes that food safety cannot be compromised, and public health should never be put at risk.
We believe that most consumers also want safer and more trustworthy food choices for themselves and their families, rather than merely pursuing lower prices.
MADA will continue to support the government in implementing stricter, more transparent, and safer food regulatory systems to collectively safeguard national food security and the healthy development of Malaysia’s aquaculture industry.
