Solar ATAP (Accelerated Transition Action Programme), starting late 2025/2026, replaces NEM 3.0 as Malaysia's rooftop solar framework. While NEM offered 1-to-1 credit for exported energy, ATAP uses a market-based System Marginal Price (SMP), likely resulting in lower export rates, higher self-consumption focus, and longer ROI periods compared to the previous 1-to-1 model.

Key Differences: ATAP vs NEM 3.0
Export Credit Rates: NEM 3.0 provided 1-to-1 offset (1 kWh exported = 1 kWh credited). ATAP uses the System Marginal Price (SMP), representing a dynamic wholesale rate which is generally lower than the retail tariff.
Focus on Usage: NEM incentivized exporting as much as possible, whereas ATAP prioritizes "Self-Consumption" (using your own solar power) to maximize savings, making battery storage more attractive.
System Capacity: ATAP allows system installation up to 100% of your maximum demand (1 MW limit).
Policy Goal: ATAP focuses on reducing grid dependency and promoting sustainable energy management, rather than just incentivizing solar adoption via premium export rates.

Which is Better?
NEM 3.0 (Ended June 2025): Highly beneficial for residential users with low daytime usage who could export everything, guaranteeing a faster return on investment.
ATAP (2026): Focussed on maximizing daytime self-consumption. It is generally better for households/businesses with high daytime usage (e.g., working from home, air-conditioning).
