MSIA aims to raise the quality of service in industry by providing members the strategic opportunity or platform for research, training and development. It was reported in Ground Engineering (GE-November 1998, p.28-29) that quality would only happen if the client accepted it in the contract procurement process. That was the most important outcome of the British survey on the trends in the SI industry and GE is the official magazine of the British Geotechnical Association. Cookson and Skinner (2000), reported in GE another survey that highlighted the difficulties in procurement of reliable and competent SI contracting resources. It was suggested that some joint industrial collaboration by employers, consultants and contractors would be required to address the quality issues.
The outlook on quality or reliable SI data is very much a management issue despite the technical constraints or engineering challenges. Managing expectations can involve collaboration with customers on a shared quality assurance plan to address uncertainty in quality processes and the cause of unreliable SI data. It would be interesting to understand not just the end-users perception on the quality of SI data, but also the views of the drilling contractors. As such, MSIA has moved from a startup in the year 2000 and fast forward, is now proud to embark on a collaboration of CIDB-JKR-IKRAM-MSIA to realize the quality objectives for the SI industry. The assessment and certification of SI personnel by CIDB is a step towards pending personnel training requirement that is under development.
