National Petroleum Corporation of Namibia We are a legally enacted entity under Namibian Companies Act 28 of 2004 with the Government of the Republic of Namibia as our sole shareholder.

Under the Petroleum (Exploration and Production) Act of 1991 we have the mandate to carry out reconnaissance exploration and production operations either on its own or in partnership with other organisations in the industry.

Senior Geoscientist Frieda Thomas and Petroleum Economist Ndalulilwa Mateus delivered presentations at the University of Namibia's Physics Society conference and exhibition last week on the 30th.

Their presentations ranged from how petroleum resources are formed, to an overview of the entire oil and gas value chain including NAMCOR's role in this specialized sector of commerce. They also highlighted the significant role played by international oil companies in the development of the country's oil sector, through the investment of millions in the acquisition of seismic data and drilling activities amongst others.

Petrus Sindimba, Acting Executive for Upstream Development and Production, speaking at the Namibia Oil and Gas Upstream Suppliers Workshop (21–22 March), outlined NAMCOR’s dual role in upstream procurement.

He noted that as a state-owned enterprise, NAMCOR operates under the Public Procurement Act of 2015, while also playing an oversight role as a National Oil Company through Joint Operating Agreements with international partners.

This dual approach ensures procurement is conducted both locally and internationally, with a strong focus on cost, quality, safety, and local content—supporting the integration and growth of Namibian suppliers within the global oil and gas value chain.

Eduardo Rodriguez, Chairman of the Namibia Public Offerings Association, highlighted the realities of upstream investment, noting that drilling a single well can cost millions, with low success rates and timelines of up to 15 years from exploration to production.

He sent a clear message that Namibia is competing globally for capital, and policy certainty, regulatory stability, and investor confidence will be critical in attracting sustained investment into the sector.

In a high-risk, high-reward industry, clarity and consistency will ultimately determine Namibia’s ability to unlock its full potential.
