Project 774: Kwara State Leads Nation in Domesticating Grassroots Digital Capacity Training; SA on Digital Innovation Inspects Progress in Ilorin East and Ifelodun LGAs

In a major move to bridge the digital divide in local administration, the Special Assistant to the Kwara State Governor on Digital Innovation, Hon. Kayode Ishola, has conducted an assessment tour of the ongoing Project 774: Digital Capacity Training across the Ilorin East and Ifelodun Local Government Areas.

The initiative positions Kwara State as the only state in Nigeria currently domesticating and utilizing the federal "Project 774 Connectivity" framework to structurally train and empower its Local Government (LG) staff.

Speaking during the assessment visits, Hon. Ishola expressed his satisfaction with the curriculum's ex*****on and commended the facilitators. “The government has already built the foundational digital infrastructure across these secretariats, and what we are doing now is leveraging that layout to inject technology seamlessly into local governance,” Ishola stated.

He explained that Kwara State was selected as a primary beneficiary of the national rollout due to the sustained, tech-driven investments championed by the Executive Governor, Mallam AbdulRahman AbdulRazaq, CON. Unlike traditional training programs that focus heavily on theory, Ishola stressed that Kwara's pilot phase is explicitly designed around hands-on, practical modules intended to close the operational gap between grassroots administrations and international development standards.

To ensure the program delivers long-term economic value, the Special Assistant announced a paradigm shift toward problem-solving outcomes rather than mere certificate issuance.

“We don't want this to be a standard training where participants simply sit through classes and collect certificates at the end. It must be strictly problem-solving based. Each Local Government is now mandated to look inward, identify its peculiar administrative or community issues, and come up with an executable tech project that solves those specific problems.”

To facilitate this, facilitators in each LGA have been directed to guide trainees in selecting 2 to 3 tailored projects. These local solutions will eventually be showcased at a state-wide exhibition.

Furthermore, this model directly complements President Bola Ahmed Tinubu’s Renewed Hope Agenda, particularly concerning Local Government Autonomy and modernizing local workforce capabilities.

The assessment tour concluded with interactive sessions where local government staff expressed enthusiasm for the new project-driven approach.

As the pilot phase progresses across Ilorin East and Ifelodun, Kwara State’s proactive domestication of Project 774 is expected to set a scalable benchmark for subnational digital transformation across Nigeria, ultimately transforming public service delivery at the core grassroots.

Kwara Coding and Digital Literacy Programme Advances Strongly with Major Week Three Achievements.

The transformative 2026 Kwara Coding and Digital Literacy Programme advanced into its third week, recording significant milestones as students across participating schools immersed themselves in high-level technology training. Participants engaged in comprehensive, impact learning sessions, effectively mastering crucial modules designed to elevate their technological capabilities and innovation skills.

Throughout this impactful week, the curriculum successfully covered vital modules, including online security, data cleaning, and data processing. Students also explored innovation thinking, design concepts, and foundational web development principles, ensuring a balanced approach to theoretical knowledge and practical digital applications across all the state’s participating centers.

Practical technical sessions introduced enthusiastic participants to CSS basics and advanced error handling in Python. Additionally, the brilliant students learned modern AI designs through Canva and explored frontend development, applying their skills practically by successfully building and deploying a highly interactive, real-world To-Do List project.

To measure impact and track skills acquisition, the state government has scheduled a comprehensive pre-evaluation phase. This rigorous assessment will take place from May 18 through June 11, 2026, to benchmark student comprehension, measure practical coding proficiency, and ensure effective learning before moving to advanced project-building levels.

Furthermore, a critical Training of Trainers (ToT) session was successfully conducted on Friday, May 15, 2026. This vital session ensures that instructors maintain exceptional teaching standards, adopt modern techniques, and align fully with the ultimate digital inclusion and capacity-building goals of Kwara State.

Digital Empowerment: Kwara State Flags Off Project 774 Capacity Training in Offa LGA

The Kwara State Government has officially commenced the Project 774: Digital Capacity Training in Offa Local Government Area, marking a pivotal step in grassroots technological inclusivity. The flag-off ceremony, held at the ICT section of the Council Secretariat, reflects the administration's commitment to equipping local personnel with 21st-century skills.

In his keynote address, the Special Assistant to the Governor on Digital Innovation, Hon. Kayode Ishola, urged participants to approach the training with utmost dedication. "I task you to be passionate about this training and leverage it to the advantage of Offa," he stated. "In this 21st century, digital proficiency is the key that attracts global opportunities to our community." He further emphasized that the personnel being trained would serve as the frontiers in championing digital capacity across the grassroots, acting as the primary catalysts for local technological growth.

Hon. Ishola extended high praise to His Excellency, Mallam AbdulRahman AbdulRazaq, CON, for his dedicated support in driving administrative efficiency and deepening digital pe*******on at the grassroots level. He noted that the Governor's dedication to these initiatives is the engine behind the state's rapid technological evolution.

Furthermore, he commended the local government leadership for maintaining a functional learning space and conveyed the Governor's warm greetings to the people of Offa, noting the focus is on creating a sustainable knowledge ecosystem where those trained today become mentors for the wider community tomorrow.

Responding to the initiative, the Executive Chairman of Offa LGA, Hon. Sulaiman Olatunji Laaro (Omituntun), expressed profound gratitude to the Governor for his visionary leadership and the provision of critical resources. "We appreciate His Excellency for these provisions and his exemplary leadership traits," the Chairman remarked. He pledged his maximum support to the programme, noting that "the direct impact of this initiative will uplift lives and enhance administrative efficiency across the local government."

The flag-off concluded with a call to action for all trainees to remain committed to the rigorous modules ahead. "Let us make the best use of this rare opportunity," the Chairman added, thanking the Governor for prioritizing the betterment of the grassroots through substantial investments in digital infrastructure and human capital development.

With the official launch concluded, the intensive training sessions have commenced in full. This rollout in Offa further solidifies Kwara’s position as a leading hub for digital inclusion, ensuring that local government personnel are prepared to drive the state’s digital economy from the grassroots.
