1. Executive Summary
The Chizem Energy & Industrial Development Project (CEIDP) is a large-scale, multi-phase integrated energy and industrial development initiative designed to accelerate economic growth, energy security, industrialization, and employment generation in Rivers State and Nigeria at large.
CEIDP is structured as a cluster development model, comprising strategically located but interconnected sub-projects including:
5,000 BPD Modular Refinery (expandable to 100,000 BPD)
300 MMSCFD Gas-to-Power Facility
Industrial & Technical Training Park
Support infrastructure and logistics hubs
The project is being developed through international best practices, with structured governance, environmental safeguards, community inclusion frameworks, and investment protection mechanisms aligned with IOC, NOC, IFC, AfDB, and global energy standards.
CEIDP is currently at an advanced pre-development stage, with:
Land identification completed
Host community engagement initiated
Concept engineering and feasibility frameworks developed
Regulatory mapping and stakeholder engagement underway.
