How exciting are the new changes to legislation involving secondary dwellings?😃🥳. No building consent fees or months of wait time required!

The new process for putting a secondary dwelling up to 70m2 on your property... IF IT ADHERES TO LOCAL COUNCIL BYLAWS!

✔️Arrange a meeting with the council planning department then apply for a PIM (Project Information Memorandum).

✔️Thoroughly read your PIM and seek expert advice as to adhere to local by laws.

✔️Conduct a shallow soil investigation - to find a suitable foundation design.

✔️Get plans and drainage design underway. If a new septic system is required, a consent MUST be applied for.

✔️Once the build is complete, obtain all necessary paperwork and submit to the council for their approval.

Remember - all catchments have various rules as do rural zones.

🎉🎉🎉Exciting changes are on the horizon for New Zealand homeowners interested in adding secondary dwellings/granny flats🏠. The government is set to introduce a building consent exemption for small standalone dwellings up to 70 square metres in size. This exemption is expected to be in force by early 2026👌.

Key Highlights:
No Building Consent Required for Dwellings up to 70m²: Once the exemption is in effect, homeowners can build standalone dwellings up to 70 square metres without needing a building consent, provided certain conditions are met.

Conditions for Exemption: The dwelling must have a simple design, comply with the Building Code, be constructed or supervised by licensed building professionals, and homeowners must notify their local council before and after construction.

Infrastructure Charges Apply: Even with the exemption, infrastructure charges (development contributions) will still apply and will be charged by the council through the Project Information Memorandum (PIM) process.

Larger Dwellings Require Consent: For secondary dwellings larger than 70 square metres, a building consent will still be required.
These changes aim to provide more affordable housing options and cater to New Zealand’s evolving living arrangements. By simplifying the process for building small, standalone dwellings, the government anticipates an increase in the supply of such homes over the next decade. Protecting my mum by barking at anyone that comes to the door, (especially when she is on a zoom call, or on the phone😉).

What's your favourite thing to do?
Being a spectator when my dad goes possum hunting.

Favourite place in NZ?
Anywhere my mum is😍.

What is your favourite cologne?
Any dead animal smell that I can find to roll in...to impress my girlfriends🥰.

What's your greatest achievement in life?
I have caught 3 mice🐭 in 5 years!

Lia's been out and about lately meeting with clients and checking plans off for consent submissions!

Where was your childhood home🏡?
I was born in Timaru, and we lived there until my parents bought a farm🐑🐃 in Albury - South Canterbury, when I was nine.

What do you do in your spare time?
What spare time!?🤣 I TRY and maintain my big garden🌳🌹, ride my horse🐴 and catch up with friends!

What brought you into the construction sector? 👷‍♂️🏠
Well, I actually was a full time primary school teacher👩‍🏫. When I went on maternity leave in 2006, I started typing my husband's building quotes up... from there I gained a passion for the industry. I started NZ Granny Flats in 2017 as I saw a gap in the market for specifically helping elderly people find the right home, alongside doing all the due diligence and formalities involved with the building process.

The Marlborough Sounds (with my family)🥰🕶🐟☀️🥂🏊‍♀️🚤

What do you love most about your job?

"NZ Granny Flats owner Lia Brown said the relaxing of consent rules was “fantastic” but could encourage “fly-by-nighters” selling flats which did not meet the building code or healthy homes standards.
She said the industry had expanded exponentially in the seven years she had been in business with some in the market selling portable units without regard to specific requirements for the site they were going to.
“I’m all for it if the work is done well,” she said.
“It’s a great solution to the housing crisis but it needs some oversight.”
She said most demand came from the elderly selling their existing homes and moving into a granny flat on their children’s property but the company had seen interest from Christchurch homeowners wanting a rental unit."
