Calling all young people in PNG 🇵🇬 and the Pacific. We want your good ideas for how to fix our climate and energy problems. This could include electrification plans for your community or how to do business, farming or transport in a way that uses less fuel. It could even be plans on how to deal with changing weather or sea levels around your home.

The United Nations Climate Technology Centre & Network (CTCN) wants to work with you and provide funding and technical support to make your ideas real. But you have to apply! Go to the link below and make a submission. You just need to be aged 18-35 years.

Rural PNG is the largest off grid electricity market in Oceania and it will be mostly powered by solar. We need the workers to install these systems so SEAP is working on building training capacity.

Port Moresby grid is suffering outages because of problems with supply of fossil fuels. This is a ridiculous situation when we have one of the best solar resources in the world.

We call upon PPL and NEA to lay out clear regulations for the adoption of rooftop solar. Customers want to install it. Investors want to finance it. The obstacle right now is the policy vacuum creating a perception of risk.

This could easily be addressed by just issuing a carefully worded statement outlining under what circumstances solar can be used. It would not cost a toea or require any work or new equipment from the utility or regulator. Instead we are literally and metaphorically in the dark.

PNG Power Ltd announcing a major grid upgrade with support from Asian Development Bank to fix the transmission issues that have seen recent blackouts everywhere. We hope that the grid will be upgraded to accommodate the vast amounts of rooftop solar coming in the next few years.

The Solar Energy Association of PNG (SEAP) was proud to have attended the recent COP26 climate conference in Glasgow, Scotland as part of the Papua New Guinea delegation. SEAP President Christian Lohberger negotiated for PNG in Glasgow and achieved several notable successes in advancing our national interests within the United Nations Framework Convention on Climate Change (UNFCCC) Technology Mechanism.

In the final days of COP26 PNG negotiators managed to secure a permanent seat for Small Island Developing States (SIDS) on the Climate Technology Center advisory board (CTCN). The CTCN is the United Nations top climate technology body and delivers assessments and advice to all member states regarding deployment of the latest policies and technology for responding to climate change.

At the COP PNG formed a negotiation alliance with representatives from the Seychelles and Georgia to establish permanent CTCN seats for the SIDS, Eastern Europe and Lesser Developed Country groups. Negotiators were deadlocked for several days as they were unable to agree whether to expand the size of the CTCN or to rearrange the current members. After helpful interventions from the USA, Chile and Armenia it was decided by consensus to expand the number. This rights a systemic injustice that had seen SIDS nations only able to debate and vote on CTCN issues for 2 years out of every 6 due to the rotation schedule. Our bloc of island nations will now be permanently represented in all decisions going forward. PNG is the SIDS nominee for the CTCN advisory board and will assume the new seat when it is created at COP27.

PNG’s lead technology negotiator Christian Lohberger stated “After intense negotiations SIDS have managed to get the CTCN advisory board expanded by two seats. This means that SIDS, LDCs and Eastern Europe NA1 all now have a permanent seat and will no longer need to rotate. Technology is one of our key responses to the climate emergency so having a permanent vote in CTCN decisions will assist the transfer and integration of technology to our group of island states. PNG is now better placed to utilize the CTCN resources in preparing our policy environment and technical capabilities for the integration of new technologies like solar power and electric vehicles”

PNG also succeeded in expanding the same committee through adding three new non-voting seats reserved for representatives of Youth, Women and Indigenous Peoples. This was passed smoothly with all parties supporting the motion as it was presented.

PNG Negotiator Christian Lohberger remarked “Having representation from all parts of society is important for delivering outcomes consistent with climate justice. Women, young people and indigenous communities are disproportionately impacted by the climate crisis so its important for them to have a voice in technology based responses to it. PNG is delighted that they will now have a permanent presence in the UNFCCC Technology Mechanism.”

The Solar Energy Association of PNG is an industry group that represents the interests of stakeholders in the solar and non-hydro renewable energy sector. SEAP attendance at COP26 was fully funded by PNG based donors who covered all travel and accommodation expenses.
