𝗚𝗲𝗻𝗲𝗿𝗮𝘁𝗶𝗼𝗻 𝗖𝗵𝗮𝗿𝗴𝗲
For the July billing period, the implemented Generation Charge increased by Php 0.5292/kWh. The increase was primarily driven by the higher Spot Energy Rate purchased from the Wholesale Electricity Spot Market (WESM), brought about by tighter power supply conditions in the electricity market.

Although the actual cost of power purchased from the WESM increased significantly during the June 2026 supply month, the impact on consumers for this billing period was substantially mitigated through a regulatory intervention by the Energy Regulatory Commission (ERC).

Pursuant to the ERC Letter of Reply dated July 14, 2026, the Commission directed ISELCO-I to continue deferring the remaining WESM cost for the May 2026 supply month and to recover only seventy percent (70%) of the June 2026 supply month WESM cost in the current billing period. The remaining thirty percent (30%) will be recovered equally over the next two succeeding billing periods. This ERC-approved cost recovery mechanism helped lessen the immediate impact of higher generation costs on member-consumer-owners.

𝗢𝘁𝗵𝗲𝗿 𝗕𝗶𝗹𝗹𝗶𝗻𝗴 𝗔𝗱𝗷𝘂𝘀𝘁𝗺𝗲𝗻𝘁𝘀
Other billing components also recorded adjustments during the July billing period.

The Transmission Rate for residential consumers decreased by Php 0.1413/kWh, partially offsetting the increase in electricity rates brought about by the higher generation costs.

Meanwhile, the System Loss Rate increased by Php 0.0462/kWh due to the higher Adjusted Generation Rate (AGR).

The Generation VAT likewise increased by Php 0.0310/kWh, while the System Loss VAT increased by Php 0.0017/kWh, both resulting from higher generation costs and corresponding system loss charges.

Overall, despite the reduction in transmission charges, the increase in the Generation Charge remained the primary factor behind the upward adjustment in electricity rates for the July billing period.

Nilinaw ni Atty. Maria Corazon C. Gines, Director ng Legal Service ng Energy Regulatory Commission (ERC), na may iba’t ibang remedyo ang maaaring i-avail ng mga consumer depende sa uri ng dispute kaugnay ng hindi pangkaraniwang taas o discrepancy sa kanilang electricity bills.

Layunin nito na maprotektahan ang karapatan ng mga consumer habang nireresolba ang kanilang mga concern.

Kabilang sa mga remedyo ang pag-isyu ng stay of disconnection habang dinidinig ang reklamo, pagbabayad batay sa average monthly consumption sa nakalipas na 12 buwan bago ang billing period na pinagtatalunan para sa high billing disputes, at iba pang provisional remedies na maaaring ipatupad ng ERC alinsunod sa mandato nito sa batas.
