Cebu Rufrance Multigas Corporation and its Allied Companies would like to inform the public that we will NOT stop implementing the law and filing cases against individuals or establishments who are illegally refilling, distributing, or selling our LPG products without authorization.
Recently, authorities conducted operations against unauthorized refillers and illegal sellers who were refilling and trading branded LPG cylinders without proper authority from the brand owner. These illegal activities are dangerous to the public and strictly prohibited by law.
📌 LEGAL BASIS
Under Republic Act No. 11592 (LPG Industry Regulation Act) and existing regulations issued by the Department of Energy (DOE):
• It is illegal to refill LPG cylinders without authorization from the brand owner.
• Trading, selling, or distributing branded LPG cylinders without authority is strictly prohibited.
• LPG refilling plants and operators must comply with DOE licensing, safety, and operational requirements.
In addition, under Republic Act No. 623 as amended by RA 5700 (Unauthorized Use of Marked Bottles and Containers):
• It is unlawful to refill, sell, or use LPG cylinders bearing another company’s registered brand or mark without written consent of the owner.
⚖️ POSSIBLE VIOLATIONS

Violation of RA 11592 and DOE regulations
2️⃣ Illegal Refilling of Branded LPG Cylinders Without Authority
Violation of RA 11592 and RA 623 as amended by RA 5700
⚖️ PENALTIES
Violators may face:
• Fines ranging from ₱10,000 up to ₱1,000,000 depending on the violation under RA 11592
• Confiscation of LPG cylinders, equipment, and products
• Cancellation of business permits and DOE licenses
• Criminal prosecution and possible imprisonment of 6-12 years.
🚫 WARNING
Any person or establishment caught illegally refilling, selling, tampering, or trading Rufrance LPG cylinders without authority will be reported to the proper authorities and prosecuted to the fullest extent of the law.
🤝 We urge all dealers, retailers, distributors, and consumers to follow DOE regulations and support safe and legal LPG practices.
