The Department of Trade and Industry (DTI) is studying a new policy that would regulate the manufacturing, distribution, and use of solar energy systems in the country as part of efforts to strengthen public safety and address concerns raised by electric utility firms.

During a public consultation on Tuesday, May 26, the DTI said it is seeking feedback from stakeholders on a draft department administrative order (DAO) that would require solar power systems to comply with the country’s safety and quality standards.

12 plants are on forced outage since March 2026, 4 since 2025, 2 since 2024, 2 since 2023, and 1 plant out since 2021; while 15 are running on derated capacities, for a total of 862.3MW unavailable to the grid.

Factors that contributed to the raising of red and yellow alerts:
- Forced outage of TVI Unit 1 (169MW), TVI Unit 2 (169MW), PEDC Unit 3 (150MW)
- Unavailable import from Luzon
- High System Demand

A red alert status is issued when power supply is insufficient to meet consumer demand and the transmission grid’s regulating requirement.

A yellow alert is issued when the operating margin is insufficient to meet the transmission grid’s contingency requirement.
