ESAMELCO is a non-stock, non-profit electric distribution utility created under Presidential Decree No. 269 and was granted a franchise to operate in the province of Eastern Samar covering the 21 municipalities namely: Jipapad, Arteche, Sanpoli, Oras, Dolores, Maslog, Can-avid, Taft, Sulat, San Julian, Maydolong, Balangkayan, Llorente, Hernani, Gen. This interruption is necessary following a load transfer of the Balangiga and Quinapondan Substations from NGCP Sta. Rita to NGCP Paranas Substation, which caused receiving-end voltage to drop to an unsafe level of approximately 65 kV.
