Starting 𝗝𝘂𝗹𝘆 𝟮𝟬𝟮𝟲 𝗯𝗶𝗹𝗹𝗶𝗻𝗴, your power bill will show Ancillary Service Charges (ASC) as separate line items in compliance with 𝗘𝗥𝗖 𝗥𝗲𝘀𝗼𝗹𝘂𝘁𝗶𝗼𝗻 𝗡𝗼. 𝟰, 𝗦𝗲𝗿𝗶𝗲𝘀 𝗼𝗳 𝟮𝟬𝟮𝟲.

The following charges will now appear separately:
• Ancillary Services Demand Charge
• Ancillary Services System Charge
• VAT – Ancillary Services

How does this affect your bill?
This change 𝗗𝗢𝗘𝗦 𝗡𝗢𝗧 automatically increase your electricity bill.
These charges were already part of your bill and were previously included under the Transmission Charge.

The new ERC guidelines 𝗱𝗼 𝗻𝗼𝘁 𝗶𝗺𝗽𝗼𝘀𝗲 𝗻𝗲𝘄 𝗰𝗵𝗮𝗿𝗴𝗲𝘀, but promote fairness, transparency, and accountability in electricity billing for all consumers.

ERC Standardizes Reporting for Transmission and Ancillary Service Charges

PASIG CITY — The Energy Regulatory Commission (ERC) has approved Resolution No. 22, Series of 2026, adopting a Uniform Reportorial Requirements (URR) Template Addendum that standardizes how Distribution Utilities (DUs) compute, monitor, and report Transmission and Ancillary Services (AS) charges. The measure strengthens transparency, accountability, and regulatory oversight of these pass-through costs while making electricity billing easier to verify and understand.

Beginning with the first billing cycle after 16 July 2026, DUs will use a uniform reporting template and computation guidelines for Transmission and Ancillary Services charges. The new framework also establishes standardized validation and true-up procedures while the ERC finalizes the revised Over/Under Recovery Rules.

The Resolution complements Resolution No. 4, Series of 2026, which requires the separate presentation of Ancillary Services charges in electricity bills to improve transparency. The ERC emphasized that this does not impose any new or additional charges on consumers. Instead, it provides a clearer and more consistent way of computing, reporting, and monitoring existing transmission-related pass-through costs.

ERC Chairperson and CEO Atty. Francis Saturnino C. Juan said the measure gives consumers greater confidence that the charges reflected in their electricity bills are properly verified.

"Consumers deserve to know what they are paying for. Resolution No. 22 strengthens transparency by ensuring that Transmission and Ancillary Services charges are computed, reported, and verified using uniform standards. This is not about adding new charges—it is about making sure that only legitimate, properly documented, and reasonable costs are recovered, ultimately protecting consumers."

Ancillary Services are support services that help keep the country's power grid stable and reliable, especially during sudden changes in electricity demand or unexpected power plant or transmission outages. The new reporting framework enables the ERC to more effectively verify these costs and ensure that only prudent and reasonable charges are passed on to consumers.

The Resolution also benefits the entire energy sector by providing Distribution Utilities with a single reporting standard, improving regulatory compliance, reducing inconsistencies in submissions, and streamlining the ERC’s review process. It also promotes greater transparency and accountability across the industry while giving consumers a clearer picture of the charges reflected in their electricity bills.

Through Resolution No. 22, Series of 2026, the ERC continues to strengthen consumer protection and uphold fair, transparent, and accountable electricity pricing in line with the Electric Power Industry Reform Act (EPIRA).

Power Update as of July 11, 2026 | 8:00PM

The Malapatan–Glan 69kV line supplying the Glan Substation was successfully energized at 7:38 PM today, July 11, 2026, following the unscheduled interruption that began yesterday, July 10, 2026, at 4:14PM.

As a result, power was restored to all areas served by Feeder 11-1 at 7:38 PM.

Meanwhile, areas served by Feeder 11-2 remain without power as our crews continue clearing the remaining obstructions along the line. Power will be restored as soon as the clearing works are completed and the line is confirmed safe for energization.

The interruption was caused by multiple faults brought about by heavy rains and strong winds. During our line patrol and assessment, we also found that several 69kV line structures in Brgy. Kapatan, Glan had been affected by landslides. These conditions required extensive clearing and restoration work before the line could be safely energized.

Power Update as of July 11, 2026

As of this time, all areas served by the Glan Substation remain without power.

Early this morning, our line crews resumed their line patrol and found several trees that had toppled due to landslides and fallen onto the 69kV sub-transmission line in Kapatan, Glan. Clearing operations are now ongoing, after which our crews will begin the necessary repairs to restore the damaged line.

We also received reports of leaning poles and tree branches affecting power lines in Sapu Masla and Tuyan, Malapatan. Additional crews have already been dispatched to inspect these areas and carry out the necessary repairs.

We also encourage everyone to report any electrical hazards, such as leaning poles, fallen trees on power lines, or damaged electrical facilities, through the SOCOTECO II hotline numbers. Your reports help us respond more quickly and keep everyone safe.

Cause: To be determined.

Energization attempts were made at 4:29 PM and 6:38 PM; however, the line did not hold.Our line crews continued with their line patrol to identify the cause of the interruption.

At present, the affected area is experiencing heavy rains, resulting in flooding that has made some roads impassable and restoration efforts more challenging. The safety of our personnel and the public remains our top priority. Restoration work will continue as soon as conditions are safe.

We sincerely apologize for the inconvenience this may have caused and appreciate your patience, understanding, and continued cooperation as our crews work under these difficult conditions to restore power.

As of this time, all areas covered by the Glan Substation remain without power following the interruption that began at 11:53 AM yesterday.

After completing the repair of the broken crossarm and clearing the toppled coconut tree affecting the 69kV line at the boundary of Upper Lasang and Sapu Masla, Malapatan, energization attempts were made at 8:06 PM yesterday, 12:12 AM, and 6:13 AM today. However, the line did not hold, indicating that additional faults remain along the line.

Our line crews immediately continued a thorough line patrol, 𝗯𝘂𝘁 𝗵𝗲𝗮𝘃𝘆 𝗿𝗮𝗶𝗻𝘀 𝗰𝗮𝘂𝘀𝗲𝗱 𝗳𝗹𝗼𝗼𝗱𝗶𝗻𝗴, 𝗹𝗮𝗻𝗱𝘀𝗹𝗶𝗱𝗲𝘀 𝗮𝗻𝗱 𝘁𝗼𝗽𝗽𝗹𝗲𝗱 𝘁𝗿𝗲𝗲𝘀 𝗼𝗻 𝘁𝗵𝗲 𝗿𝗼𝗮𝗱𝘀, making it unsafe to proceed. Early this morning, our crews resumed the line patrol and are working to locate the remaining faults and carry out the necessary repairs.
