NOTICE AND INVITATION TO ALL MEMBER-CONSUMER-OWNERS (MCOs)

SUBJECT: ERC Virtual Hearing on IFELCO’s Over/Under Recoveries (ERC Case No. 2026-004 CF)

In line with our commitment to transparency, accountability, and excellent public service, IFELCO invites all interested Member-Consumer-Owners to witness and participate in the upcoming virtual hearing scheduled by the Energy Regulatory Commission (ERC).

What is this hearing about?

This regulatory process is a routine confirmation and approval review by the ERC covering the period from January 2023 to December 2025.
IFELCO strictly implements pass-through charges (such as Generation, Transmission, System Loss, Lifeline, and Senior Citizen subsidies) based on actual costs. The purpose of this ERC review is to verify if the rates collected were accurate:

 Over-Recovery: To check if the passed-on rates were excessive, which would mean a refund to the consumers.
 Under-Recovery: To check if IFELCO collected less than what was allowed, meaning the cooperative under-collected its actual costs.

This hearing serves as an excellent platform for MCOs who have questions, clarifications, or queries regarding how pass-through rates are calculated and reflected in your monthly electricity bills. Schedule and Venue Details
 Date: Friday, May 22, 2026
 Time: 2:00 PM
 Mode of Hearing: The ERC commissioners and staff will conduct the hearing via Virtual Mode.
 Physical Venue for MCOs: To ensure everyone has access, IFELCO will host a viewing setup at the IFELCO Main Office, Poblacion East, Lagawe, Ifugao.

Note: MCOs who wish to attend and participate can utilize IFELCO’s main office facilities, and internet connection to interface directly with the virtual hearing.

MAHALAGANG ABISO: PAGSUSPINDE NG DISCONNECTION

Ipinapaabot ng IFUGAO ELECTRIC COOPERATIVE, INC. (IFELCO) ang mahalagang impormasyon para sa lahat ng ating mga Member-Consumer-Owners (MCOs) alinsunod sa pinakahuling direktiba mula sa Energy Regulatory Commission (ERC).

1. Pansamantalang Pagsuspinde ng Disconnection
Simula ngayong Mayo 2026 hanggang Hulyo 2026, pansamantalang isususpinde ang pagputol ng kuryente para sa mga residential at non-residential consumers na hindi pa nakakabayad ng kanilang bill para sa mga naturang buwan. Layunin nito na magbigay ng kaukulang palugit sa ating mga kababayan.

2. Paalala sa mga Naunang Bills (Bago ang Mayo 2026)
Mahalagang tandaan na ang suspensyon ay sumasaklaw lamang sa billing period ng Mayo hanggang Hulyo 2026. Ang mga MCOs na mayroong hindi bayad na bill mula sa mga buwan bago ang Mayo 2026 ay maaari pa ring maputulan ng serbisyo ng kuryente. Pinapayuhan ang lahat na suriin ang kanilang mga "Past Due" accounts upang maiwasan ang abala.

3. Pag-iwas sa Pagkakautang (Accumulated Bills)
Bagama't may suspensyon ng disconnection, hinihikayat pa rin namin ang mga MCOs na may kakayahang magbayad na bayaran ang kanilang bills sa takdang panahon. Ito ay upang:
• Maiwasan ang pagka-ipon ng malaking bayarin na maaaring maging pabigat sa mga susunod na buwan.
• Siguraduhin na hindi agad mapuputulan ng kuryente sa oras na bawiin na ng ERC ang suspensyon at bumalik sa normal na operasyon ang paniningil.

4. Maging Laging Handa at Impormado
Ang mga polisiya ay maaaring magbago depende sa mga ilalabas na bagong anunsyo at advisory mula sa Energy Regulatory Commission (ERC). Hinihimok ang lahat na manatiling nakasubaybay sa ating mga updates.

IFELCO Generation Mix – May2026
The Generation Mix represents the sources of electricity purchased by IFELCO and their corresponding cost for the billing period. For May 2026, the average cost of the Generation Mix "PHP 4.8428" is approximately equal to the Actual Generation Charge Rate "PHP 4.801" reflected in the electric bills of Member-Consumer-Owners (MCOs).

This lower rate is due to prompt payment discounts availed by IFELCO from our power suppliers. By settling our obligations ahead of schedule, we secured savings that are now being passed directly to you, our Member-Consumer-Owners (MCOs).
As required by the National Electrification Administration (NEA) and monitored by the Department of Energy (DOE) and the Energy Regulatory Commission (ERC), only approved and compliant generation costs are passed on to MCOs.

This explanation is issued to clarify how the Generation Mix translates to the Generation Charge Rate appearing on electric bills for May 2026.

To help us sustain these discounts and keep power rates low, we encourage all MCOs to pay your monthly bills on time. Your timely payments enable IFELCO to continue paying suppliers promptly and securing future discounts for the community.
