Local Civil Engineers and Architects must understand this concept of practice so each would know how to treat and respect the prime of the project.
Architecture
Is the general design process and build of Structures that House Human and its activities. A place to Live and Work. These are designed By architect and not by Civil engineer. It is a structure with a portion or applications only of civil engineering that requires the participation of Civil engineer in case of complex civil engineering requirements. The first to be called on whatever concerns about these structures should be the architect.
Civil Engineering
Is an application of scientific and mathematical principles to construct public structures and infrastructures mostly non-habitable structures. these are designed by Civil engineer and not by an architect. These structures may contain a portion that is inhabited by people that requires the participation of an architect to work with Civil engineer. The first to be called on whatever concerns that civil engineering structures should be the Civil engineer.
Respect the Prime!
When a structural design of a vessel or a ship is the main concern, the structural engineer will never do any move without consulting the naval architect because it is the naval architect has general knowledge and most familiar about designing vessel while he is hired only for a specially designed structural component. A naval architect can generally design the systems with typical components.
When something is wrong with the barriers, rails, sidewalks and bike lanes of a road or bridge, we do not simply call on the architect to act on the problem even that component of the bridge falls to architectural scopes, we call first the Civil engineer to assess any problems first before the architect or the engineer himself do repair or modifications.
In Building or Architecture, when a client wants to modify a system within that building, Local engineers don't bother to advise first the client to consult an architect. Engineers should understand that habitable structures are architecture structures and not engineering and there are parameters that an architect considers to the design outcome of those structures even the design of its engineering systems. That's the reason why architects have the license to generally design these structures and engineers are called only to complex special engineering requirements.
Why do engineers have guts to bypass the architect in many cases? Because Building is a dominant and typical type of projects that are participated frequently by engineers. That makes them more familiar with the design of the systems assigned to them and more exposure to architects scopes of works. In building ships and aircraft, on the other hand, they wait for the guidance of the prime designer first and perform only a portion they are competent that no way they can bypass the prime.
Familiar or not, we must learn to respect one's territory as to how we respect yours. This is how our practice is delineated as consistently defined by Architects and Professional Engineers Acts that is a globally recognized model.
Houses, Buildings, offices, market are Ruled by architects
Roads, Bridges, waterways, dams are ruled By Civil Engineers. Very simple as that.
