In light of prevailing circumstances concerning the reconstitution of the Philippine Contractors Accreditation Board (PCAB), all types of license applications, including Joint Venture (JV) License Applications and Special Licenses, shall remain pending Board action until such time that the new PCAB Board is duly constituted and able to act thereon.
Pursuant to Republic Act No. 4566, otherwise known as the Contractor’s License Law, as amended by Republic Act No. 11711, the authority to approve and issue contractor’s licenses is vested in the PCAB Board. Specifically:
Section 5, R.A. 4566 provides that “No contractor… shall engage in the business of contracting without first having secured a license to conduct business… such license shall be issued by the Board.”
Section 6, R.A. 4566 further states that “The Board shall classify and limit the license of a contractor in a manner consistent with established practice in the construction industry.”
As such, the approval of license applications is an exclusive function of the PCAB Board, which cannot be exercised in the absence of a duly appointed and constituted Board.
Meanwhile, the PCAB Online Licensing Portal remains active and available. Applicants are encouraged to lodge and file their applications online to facilitate orderly processing once the PCAB Board is reconstituted and able to deliberate and act on all pending applications.

The only way to eliminate posers, fraudulent intermediaries, and fake accounts is to remain vigilant and help PCAB by reporting such accounts. The public is strongly advised to exercise caution, be mindful, and transact only with official PCAB channels.
