Port Facility Security Plan (PFSP)
Construction and development of a new Sea Port Facility requires intensive document processing. Documents from Local Government to DENR (Dept. of Environmental and Natural Resources) Permits and Clearances. The issuance of Foreshore Lease Agreement (FLA) or Miscellaneous Lease Area (MLA) may take years. And finally, processing of Permit to Operate (PTO) this is released and approved by Philippine Port Authority (PPA).
Port Facility Security Plan (PFSP) is one of the requirements in securing Permit to Operate. It includes the actual Area, equipment, buildings, roads, water and electrical lines, the number of personnel expected to be in the facility, cargoes, etc. The Port Facility Security Plan is approved by the PPA Port Police Division. Comprehensive Port Facility Security Plan is one of the important requirements of PPA Permit to Operate.
This security plan PFSP is not only to comply with Philippine Port Authority requirements. The bigger role of this document is the approval of International Maritime Organization (IMO), certifying that your Port Facility is International Ship and Port Security (ISPS) compliant. Your Port Facility will be entered in the Global Integrated Ship Information System (GISIS), a database of sea ports, worldwide. This can be access by International Vessels through computers, used as a guide and security reference for their Port of Call.
