BIR, SECOND MOST CORRUPT GOV'T AGENCY NEXT TO DPWH?
Sen. Erwin Tulfo has filed a resolution urging the Senate Blue Ribbon Committee to investigate an alleged money-making scheme in the BIR involving “letters of authority” (LOA). He called the bureau the second most corrupt agency in government, next only to the DPWH.
Tulfo also wants former BIR Chief Romeo Lumagui Jr. summoned, saying the alleged scheme worsened in 2024 under his watch.
Tulfo: “May nakausap ako. Ito raw ay marching order para ma-meet ang target na koleksiyon ngayong taon.”
He added that five businessmen have approached him and are willing to file complaints and submit documents, but they’re not yet ready to appear before the Blue Ribbon Committee due to safety concerns.
Tulfo is also urging the new BIR chief to reshuffle the agency’s ranks, saying some regional directors are complicit in the alleged LOA-related corruption.
He said the scheme runs from examiners up to regional directors, and targets not just big companies but even family-run businesses.
“Kahit maliliit na grocery store, pinapatos na rin,” he said.
