Official Statement of PHILRECA on the
Removal of VAT on System Loss Charges
July 28, 2026

When PHILRECA supports the removal of Value-Added Tax (VAT) on system loss charges, our position is predicated on a comprehensive review and legislative revision of existing tax laws and policies.

For the removal of VAT on system loss to be truly meaningful and fair, it must NOT result in unrecoverable input VAT or disguised costs that Electric Cooperatives (ECs), generation companies (GenCos), the National Grid Corporation of the Philippines (NGCP), or end-consumers will ultimately have to shoulder.

Under current tax rules, ECs pay input VAT to GenCos and NGCP for power passed through the grid. If VAT is simply removed at the retail/consumer end without adjusting the tax framework higher up the supply chain, the input VAT paid by ECs would become an unrecoverable operational cost—which is financially unsustainable for non-stock, non-profit entities.

Therefore, our call to Congress and tax authorities is explicit: The policy must include zero-rating or appropriate tax exemption mechanisms across the entire power value chain for energy lost in transit. This ensures that "VAT removal" is an absolute tax relief—not a cost transfer to ECs, transmission providers, generators, or member-consumer-owners.

Hindi kailanman kumikita ang mga electric cooperatives mula sa system loss charges.

Ipinababatid ng PHILRECA na ang mga electric cooperatives (ECs) ay mga non-stock, non-profit, at ang singil sa system loss ay isang pass-through cost lamang, na aprubado ng ERC sa ilalim ng EPIRA, upang ibayad sa mga power generators para sa kuryenteng nawawala habang dumaraan ito sa mga linya.

Ang technical system loss ay isang natural at hindi maiiwasang bahagi sa pagpapadala ng kuryente sa malalayong lugar, kung saan kadalasang nagsisilbi ang mga ECs. Ito ay operational cost, at kailanman ay hindi magiging karagdagang kita sa kanila.

Gayunpaman, handa kaming makipagtulungan sa mga lider ng bansa, mga regulator, at iba pang bahagi ng sektor para sa tunay, patas, at makataong solusyon upang protektahan ang ating mga konsumidores habang pinapanatiling buhay ang serbisyo at operasyon ng kuryente.

“Panahon na para tanggalin natin ang systems loss na ipinapasa sa consumers”

Sa kanyang ikalimang State of the Nation Address (SONA), hiniling ni Pangulong Ferdinand Marcos Jr. na amyendahan ang Electric Power Industry Reform Act (EPIRA) upang ipagbawal ang pagpapasa ng systems loss, kabilang ang kaukulang Value-Added Tax (VAT), sa mga konsyumer ng kuryente.

Inihain ang panukalang ito kasunod ng lumalaking hinaing ng publiko hinggil sa patuloy na pagtaas ng kanilang mga bayarin sa kuryente.
