Building Resilience for the Butuanon River

Mandaue's Local Resilience Committee (LRC), partner organizations, and other stakeholders gathered in Mandaue City for the Systems Thinking Workshop aimed at strengthening collaborative and long-term solutions for the rehabilitation and resilience of the Butuanon River. The activity was conducted with the support of the Vivant Foundation and Visayan Electric Company (VECO), together with resilience partners committed to sustainable urban development and environmental stewardship.

Through workshops on current realities, impact chains, influence diagrams, and action planning, participants identified key technical and adaptive challenges affecting the river ecosystem โ€” including improper waste disposal, weak enforcement of environmental laws, flooding risks, and encroachment along easements. The activities highlighted the interconnected impacts of environmental degradation on human development, infrastructure, local economy, and community resilience.
One of the major outputs of the workshop was the development of a shared vision and mission for the Butuanon River initiative:
Vision:
โ€œA clean and rejuvenated Butuanon River Watershed sustaining life and livelihood by 2030.โ€

Mission:
โ€œCreating a clean and safe Butuanon River Watershed through enhanced ecological restoration and shared resilient stewardship for Mandauehanons.โ€

The workshop also produced consolidated impact chains, influence diagrams, and initial action plans that will guide future resilience and rehabilitation efforts through stronger collaboration among government, private sector, and communities.

Strengthening resilience through collaboration

The National Resilience Council Foundation (NRF), together with partners from the UNDP Philippines and the Philippine Business for Social Progress (PBSP), recently participated in a productive workshop in Pangasinan under the SHIELD Programme.

Key discussions focused on Value Chain Analysis to identify priority commodities for local development, as well as the advancement of SAMABAYANIHAN, a multistakeholder platform promoting a whole-of-society approach to resilience.

Participants from government, private sector, academe, and civil society came together to align efforts toward building resilient, safe, and thriving communities with sustainable livelihoods.
Workshop outputs highlighted the proposed creation of a Provincial Resilience Council through an Executive Order and ordinance, ensuring a more inclusive, coordinated, and future-ready governance structure.

Together, we move forward in strengthening systems, empowering communities, and building a more resilient Pangasinan.

Continuous Participation for More Resilient Communities

The National Resilience Council Foundation, Inc. (NRF) actively participated in the International Conference on Local, Equitable, and Inclusive Resilience 2026, held from April 14โ€“16 in Baguio City. Organized by Enhancing Local Capacity in Socially Inclusive Resilience in Asia (SIRA) together with the ICLEI Southeast and South Asia secretariats, the conference was supported by UK Aid and the International Development Research Centre through the CLARE programme.

In the Philippines, SIRA is implemented through the Socially Inclusive Resilience Leadership Program, which combines structured learning, peer exchanges, and community-led Town Hall COPs. This initiative empowers local leaders and stakeholders to co-create inclusive, context-driven resilience solutions that respond to the unique challenges of their communities.

Representing NRF, Resilience Analyst Ms. Joy Rocamora delivered a presentation titled โ€œBuilding a Resilient Future: The Role of Multistakeholder Partnerships.โ€ She underscored the importance of cross-sector collaborationโ€”bringing together government, private sector, civil society, and communitiesโ€”as a key driver in strengthening resilience across the Philippines.

The conference served as a dynamic global platform for connecting local initiatives with national and international climate finance priorities. It also fostered meaningful knowledge exchange among delegates from Bangladesh, Nepal, Indonesia, Thailand, and Japan, reinforcing the value of shared learning and regional cooperation.

As climate challenges grow more complex, NRFโ€™s continued engagement in platforms like this reflects its commitment to advancing inclusive resilienceโ€”because building stronger communities begins with collaboration, shared knowledge, and sustained collective action.
