MANDATE

Under the Presidential Memorandum dated April 9, 2003, the PMDC is primarily tasked to conduct and carry on the business of exploring, developing, mining, smelting, and producing, transporting, storing, distributing, exchanging, selling, disposing, importing, exporting, trading and promotion of gold, silver, copper, iron, and all kinds of mineral deposits and substances. The PMDC has also

been specifically tasked by the Philippine government to implement the program of putting up a world class mine in Diwalwal, municipality of Monkayo, Compostela Valley province. The company was created for the purpose of, among others, addressing the environmental, health, social and economic well being of the occupants of the area, and to rationalize the mining and mineral processing operations in the reservation for greater efficiency, and to provide for adequate environmental protection and mine rehabilitation measures. While the original mandate focused on resolving conflicts in Diwalwal, the PMDC is also responding to the challenges of revitalizing the Philippine mining industry. The company does not intend to compete with privately-owned mining projects, but rather hopes to position itself as the catalyst for developing mining projects in areas where private investors find difficult to come in. PMDC marks an important milestone as the National Commission on Indigenous Peoples (NCIP) Commission En Banc approved on May 20, 2026 the Certification Precondition (CP) application for the Rogongon Copper-Gold Exploration Project in Barangay Rogongon, Iligan City.

The approval follows the completion of the Free and Prior Informed Consent (FPIC) process and consultations with the affected Higaonon Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) of Bayug Ancestral Domain (CADT 212), reinforcing participatory decision-making, inclusive engagement, and community-centered development.

The deliberation was participated in by NCIP Chairperson Nancy A. Catamco; Commissioners Atty. Alberto R. Lagamon, Datu “Amarillo” Marcelo A. Alejo Jr., Atty. Rhodex P. Valenciano, and Alex A. Centena; while Commissioner Dr. Marie Grace T. Pascua attended virtually.

The approved Certification Precondition covers exploration activities only and does not include commercial mineral extraction. PMDC remains committed to responsible resource development, environmental stewardship, and ensuring that development initiatives uphold respect, inclusion, and meaningful stakeholder participation.

As PMDC moves forward, the Corporation continues to promote transparency, collaboration, and sustainable development in fulfilling its mandate.

The Philippine Mining Development Corporation (PMDC), led by Chairperson Julie Bayking, together with President and CEO Atty. Job Adrian M. Ambrosio, paid a courtesy call on National Commission on Indigenous Peoples (NCIP) Chairperson Nancy A. Catamco to discuss matters concerning the Free, Prior and Informed Consent (FPIC) process for PMDC’s mining projects.

The meeting was fruitful and encouraging, with Chairperson Catamco sharing that new NCIP guidelines are being developed to help make the FPIC process more efficient and responsive. This is a welcome development not only for PMDC, but for the Philippine mining industry as a whole.

PMDC expresses its sincere appreciation to Chairperson Catamco, Director Retzeljan delos Trinos, Commissioner Rhodex Valenciano, Commissioner Purisimo Tiam, and Commissioner Alberto Lagamon for their continued support and guidance. As the government’s mining arm, PMDC remains committed to responsible mineral development that protects the rights and welfare of Indigenous Peoples, ensures that IP communities receive their fair share, and promotes inclusive growth in the areas where PMDC projects are located.

Through close coordination with NCIP, PMDC hopes to show how government-led mining can be conducted in a manner that respects Indigenous Cultural Communities, supports local development, and advances the national interest.

PMEA seeks to stimulate interest and participation in the Philippine mineral exploration and mine development sectors by providing appropriate meetings and networking fora where its members can discuss current issues and agree on a sensible course of action. December 5, 2024, 1:00 pm - 4:00 pm—the Community Relations Unit, together with PMDC's Environment Officer, Ms. Anuetha Canda, successfully conducted another interactive and impactful (IEC) Information, Education, and Communication Campaign for the Grade 10 to Grade 12 students of Ulip National High School. The IEC highlights the discussion on responsible mining practices and the laws to be followed, the dangers of mercury and cyanide use in mining, focusing on their harmful effects on both health and the environment, and the introduction of the mandates of the Philippine Mining Development Corporation to the students.

The main goal of the IEC is to empower these young minds with the awareness and tools to advocate for safer, more sustainable mining practices and explore effective ways to mitigate these risks.

PMDC-CSR 2024 Update:

The rain may pour, but we're all prepared with smiles and umbrellas in hand! ☔️

Last Dec 6, 2024, the Comrel Team had amazing opportunity to provide umbrellas to the students of Ulip Elementary School as part of PMDC's CSR program for education. This initiative aims to provide protection to the pupils in the Diwalwal Mineral Reservation Area against uncertain weather conditions such as sun and rain so that they can attend to their classes despite of the weather.

Seeing the joy on their faces and knowing that we are making a difference in their lives inspires us to keep doing more. Let's continue to spread love and positivity through simple acts of kindness. 💕
