This is a direct violation of mandatory survey procedure

Legal / Manual Basis:
• Surveyors “shall give due notice in advance to the adjoining owners… of the date and hour of the survey.” 

• Also reflected in LMB practice (Survey Notification Letter – LMB Form GSD-E-3)
• Standard procedure requires written notice (usually 7–15 days before fieldwork)
