On 25 January 2024, PowerSource Philippines, Inc. (PSPI) started its operations in Barangay Poblacion, Dumaran, Palawan, providing electricity to more than 500 households in the area. The LGU operated the power generation and distribution in the locality before the entry of PSPI.
This initiative has brought continuous and affordable electricity and opportunity to the community, marking a pivotal moment in their journey toward progress.
Poblacion, Dumaran is located on an island east of the main island of Palawan. It is approximately 177 km from Puerto Princesa City. From the provincial capital of Palawan, it can be reached by traveling north-east to Sta. Teresita, Dumaran via land transportation for approximately 5 hours and a 40-minute boat ride from Sta. Teresita, Dumaran to Poblacion, Dumaran.
PSPI is the first Qualified Third Party (QTP) under the Philippines Electric Power Industry Reform Act (EPIRA). PSPI is the first QTP recipient of the Universal Charge Missionary Electrification (UCME) subsidy. As a QTP - now as a MicroGrid System Provider (MGSP) under RA No. 11646 or the MicroGrid System Act - PSPI is entitled to operate as a โbundledโ utility, combining generation, transmission, and distribution. PSPI has ongoing operations as an MGSP in Malapascua Island-Daanbantayan, Cebu; Balut Island-Sarangani, Davao Occidental; Candawaga-Rizal, Palawan; Liminangcong-Taytay, Palawan; Port Barton-San Vicente, Palawan; and Manamoc-Cuyo, Palawan. PSPI has successfully turned over one site, Rio Tuba-Bataraza, Palawan, to a Distribution Utility.
Just like any other microgrid site in the country, the granting of subsidized electricity for Barangay Poblacion underwent a series of negotiations, compliance with permitting and licenses, and approvals from the LGU, the National Power Corporation - Small Power Utility Unit (NPC-SPUG), the Department of Energy (DOE), the Environmental Management Bureau (EMB) under the Department of Environment and Natural Resources (DENR), to the Energy Regulatory Commission (ERC). Additionally, the COVID-19 pandemic had a great effect on the site preparations that caused further delays in various works, procedural requirements, and approvals.
Finally, in December 2023, PSPI received the PAO-COC from ERC for diesel-generating units. It was the last permit needed to operate in the area to avail of the subsidy through the Universal Charge for Missionary Electrification (UCME). The Municipal Mayor Richard Herrera, Vice Mayor Caabay, NPC representatives, LGU officials and employees, and PSPI employees attended the Switch-On Ceremony. The highly anticipated energization happened at 10:30 in the morning of the same day.
In this new microgrid site, PSPI is proud to bring its exemplary work ethic and performance, akin to what it has achieved at the Port Barton microgrid, where only two (2) power interruptions were recorded in 2023. In addition, PSPI anticipates load growth and will implement line extensions to reach more consumers such as the Municipal Hospital and another sitio within barangay Poblacion with almost 90 households.
