Dr. Ma. Sheilah Gaabucayan-Napalang is a Professor at the UP School of Urban and Regional Planning and a licensed Civil Engineer and Environmental Planner with over two decades of experience in the transportation sector.

She has held key leadership roles in transport planning and policy, including as Assistant Secretary for Planning and Project Development of the Department of Transportation and as Director of the National Center for Transportation Studies. She currently serves as President of the Transportation Science Society of the Philippines.
