It is good to hear well-controlled infection numbers. However, let's keep in mind the following. The real infection number could be higher. Anyone anywhere could be infectious.
- It is not over. Infection is not zero. People still die.
- We all know not everyone (even with related symptoms or close contact) is being tested.
- Many people are likely asymptomatic and don't even know their infection.
- Even if someone has symptoms or had close contact with a patient, he/she could be hiding it.

What we can learn from other countries is that things went really bad after holiday/vacation season, after people from different regions mix and interact. We cannot be sure how much of such mix will occur this holiday in the Philippines, but I think it is wise to prepare for the worst.

In January, when we return from the holiday, we will enforce existing COVID-19 measures very strictly. Initial few weeks of inconvenience will ensure our personal safety as well as continued operation of the company.

We will resume the work starting from next Monday, May 18.

There will be public transportation operating during GCQ. However, there is the 50% limit in passenger capacity. We still have to see how this will affect your commute.

Check points are still there, but you should be able to just show your company ID to pass through. Curfew also does not apply to those who are allowed to work.

Please remember that GCQ is still a quarantine. If you feel any of the COVID-19 symptoms, or if you belong to one of the more vulnerable groups, please stay home and discuss with your supervisors or managers before coming to work.

Please always strictly observe all recommended measures including social distancing, wearing face mask, frequent hand washing, etc.

We started the payroll today.

We have seen many requests regarding the gift cards. Gift card is a form of bonus given to employees when Philstar is in a good shape; when we have enough stable orders, and when our productivity is high enough to be financially healthy. As we all know, the current situation is not particularly good for the company either. Enhanced Community Quarantine (ECQ) prohibited any kind of practical production for two months and possibly even longer. This alone reduces this year’s estimated turnout by 17%. In addition, we are seeing unprecedented slow down of global economy. This could lead to reduction in demand for our products. This will further affect Philstar. No company in this situation can be certain about its survivability. We are not in any better situation as nothing is clear now. While the management is trying best to keep the company and our jobs past the coronavirus pandemic, it certainly is not a time for any bonuses.

We do, however, also see the difficult situation of our employees. We also know that our employees must survive this immediate situation first so that we will have enough people who can work hard to save our workplace afterwards. We have decided to give small assistance to the employees as following.
- Regular Employees: Php 2,000.00
- Non-regular Employees: Php 1,000.00
Current situation is not something the company can work out alone; it must be a coordinated effort between the individuals, the community, the government, and maybe even international organizations. We are trying to do our share. We hope this will help our employees get through this situation.

Employees with ATM accounts will receive their assistance by tomorrow, April 28. Those without ATM may pick up on Wednesday, April 29. Any remittance will be done on Wednesday, April 29 as well. Please make the request to HR, through supervisors, or through Facebook comments until tomorrow, April 28. We have information from General Trias that they do not allow any people walking to pass through. In compliance, PEZA also does not seem to allow anyone walking to pass through the Bacao gate. Bicycles and motorcycles are allowed. We do not have any information about the main gate or the city of Rosario. If unsure, please request for a remittance this time. Again, we will do remittances through Palawan Express only.

You can still pick up cash payrolls tomorrow, April 16. Those who want remittance, we will try tomorrow also. For safety and efficiency reasons, we will just do Palawan Express this time. Those who requested other service, please re-send the request. Otherwise, we will assume you don't want the remittance by Palawan Express.

Also note that tomorrow is likely to be the last chance to pick up in office before next payroll.

We were able to do payroll yesterday. All regulars with ATM should have received it. Cash payrolls (without ATM) will be handed out starting 11am today, April 14 in office. Try to pick up in person until tomorrow, April 15.

We will try the next payroll on April 13~15. We will include 13th month pay for January to March work on this payroll.

DOLE exempted companies that ceased operation during the quarantine from paying for the Easter Holiday. Even those who do pay, they are allowed to defer the payment until the normal operation resumes. (See linked DOLE Advisory.)

However, we have decided to do pay, and also pay on time, included in this payroll. We hope this helps our employees get through this tough situation.

Please keep in mind that this leaves nothing for April 30 payroll. We still don't know if DOLE CAMP will be available before then, and we don't know if there will be any other form of government assistance. Please plan your expenses accordingly.
