Coordination Meeting
July 17, 2026

NISU–Department of Energy Center for Affiliated Renewable Energy (NISU–DOE CARE) conducted a Consultative Coordination Meeting with the Provincial Government Environment and Natural Resources Office (PGENRO) of Iloilo to discuss and coordinate the upcoming Information, Education, and Communication (IEC) Program scheduled on July 23, 2026.

The meeting focused on finalizing the implementation plan, identifying the roles and responsibilities of partner agencies, and strengthening collaboration in promoting Renewable Energy (RE) and Energy Efficiency and Conservation (EEC) initiatives. It also highlighted the importance of inter-agency coordination in ensuring the successful conduct of the IEC program and advancing sustainable energy awareness across Iloilo Province.

DAY II COORDINATION REPORT

Renewable Energy (RE) Non-Commercial Inventory
Date: July 3, 2026
Province: Iloilo

Introduction

On July 3, 2026, the NISU–DOE Center for Applied Renewable Energy (CARE) personnel conducted the second day of the initial coordination visits to the Municipal Government Units (LGUs) of Concepcion, San Dionisio, and Batad, Province of Iloilo. The activity aimed to formally coordinate with the respective local government units regarding the implementation of the Non-Commercial Renewable Energy (RE) Inventory and to gather preliminary information on the status of existing Renewable Energy (RE) projects, Non-Renewable Energy (Non-RE) projects, and potential renewable energy resources within their respective municipalities.

Municipal Coordination Activities

Municipality of Concepcion

The second day of the coordination visits commenced in the Municipality of Concepcion. Although Mayor Milliard Villanueva was unavailable during the visit, the CARE team was warmly received by Vice Mayor Jovelyn O. Estrada, who served as the Officer-in-Charge (OIC). The team also met with Engr. Henry V. Dela Cruz Jr., PDO III and Energy Efficiency and Conservation (EEC) Focal Person.

During the meeting, the CARE personnel presented the objectives, scope, and significance of the NISU–DOE CARE Renewable Energy Non-Commercial Inventory. The discussion focused on the inventory of non-commercial renewable energy resources and the importance of local government participation in establishing a comprehensive renewable energy database. The municipal officials expressed their support for the initiative and committed to coordinating with the CARE team throughout the implementation of the project.

Municipality of San Dionisio

Following the coordination in Concepcion, the CARE personnel proceeded to the Municipality of San Dionisio. Mayor Sally Lopez was on official travel during the visit, while Vice Mayor Cash Jacomina was likewise unavailable. The team was received by Ms. Rodelin T. Malores, Municipal Mayor's Office (MMO) Focal Person.

The CARE team presented the objectives and implementation plan of the Renewable Energy Non-Commercial Inventory. It was noted that the municipality's Renewable Energy Focal Person, Ms. Bernadeth Albanya, was conducting field activities for barangay geotagging and was therefore unable to attend the meeting. Despite this, Ms. Malores acknowledged the initiative and assured the team that the information would be relayed to the designated Renewable Energy Focal Person for appropriate action and coordination.

Municipality of Batad

The final coordination visit for the day was conducted at the Municipality of Batad. Although Mayor Elvira P. Alarcon was unavailable, the CARE personnel were received by Ms. Ma. Theresa Sayat, Municipal Planning and Development Coordinator (MPDC).

During the meeting, the CARE team presented the objectives of the Renewable Energy Non-Commercial Inventory, emphasizing its legal basis under the Renewable Energy Act of 2008 (Republic Act No. 9513) and relevant Department of Energy (DOE) Circulars. The discussion also highlighted the importance of identifying existing non-commercial renewable energy resources and designating an LGU focal person to facilitate the inventory process. Ms. Sayat expressed the municipality's willingness to cooperate and support the implementation of the project.

Groundbreaking Ceremony | Comparative Research Fieldwork

The journey toward meaningful research begins with understanding developments in the field. Our research team from the Center for Affiliated Renewable Energy and Energy Efficiency and Conservation (CARE) along with the CARE personnel participated in the groundbreaking ceremony as part of our field immersion for the study, “Comparative Analysis of Agri-voltaic Systems and Conventional Farming Practices: Towards Sustainable Agricultural and Energy Productivity.”

This activity provided an opportunity to observe the initial phase of a project that reflects the growing integration of renewable energy and agriculture. Witnessing this milestone allowed us to gain valuable insights that will contribute to our comparative analysis of innovative farming practices and their potential to enhance both agricultural productivity and sustainable energy generation.

As we continue our research journey, we remain committed to producing evidence-based findings that support sustainable development, renewable energy adoption, and resilient agricultural practices.

The CARE team paid a courtesy visit to the Office of the Municipal Mayor of Banate. The team had the opportunity to meet with Mayor Peter Paul T. Gonzales, where the objectives and scope of the Renewable Energy Non-Commercial Inventory were formally presented. The discussion focused on the importance of establishing a comprehensive renewable energy database to support local and national energy planning. Mayor Gonzales expressed his support for the initiative and acknowledged the significance of the inventory in promoting sustainable energy development within the municipality.

Municipality of Barotac Viejo

Following the Banate visit, the CARE personnel proceeded to the Municipality of Barotac Viejo. Although Mayor Nielo "Bongbong" C. Tupas was unavailable during the visit, the team was warmly received by Municipal Administrator Mr. Ronald Barrameda, who represented the Office of the Municipal Mayor. A coordination meeting was conducted to discuss the objectives, methodology, and expected outcomes of the Renewable Energy Inventory. Mr. Barrameda conveyed the municipality's willingness to cooperate and assist in the implementation of the activity.

Municipality of Ajuy

The final coordination visit was conducted at the Municipality of Ajuy, where the CARE team met with Mayor Loida J. Espinosa. During the meeting, the CARE personnel presented the objectives of the Renewable Energy Non-Commercial Inventory and discussed the role of the local government in facilitating data collection and identifying potential renewable energy resources. Mayor Espinosa expressed her support for the initiative and affirmed the municipality's commitment to collaborate with the project.

On May 25, 26, & 27, 2026 The CARE personnel conducted an initial coordination visit to the Office of the Municipal Mayor in Tubongan, Leon, Alimodian, Lambunao, Maasin, Janiuay, Badiangan, Calinog, Bingawan and San Enrique Province of Iloilo, The purpose of the visit was to assess and gather information on the status of Renewable Energy (RE) projects, existing Non-Renewable Energy (Non-RE) projects, and potential RE initiatives within the respective municipalities.

May 12, 2026 – NISU DOE-CARE successfully conducted its First Quarter Information, Education, and Communication (IEC) Campaign at NISU Batad Campus. The activity was organized as part of the Center’s continuing commitment to promote renewable energy awareness and strengthen energy efficiency and conservation practices within the university community.
The campaign gathered students, and personnel who actively participated in the lecture-discussion and open forum. The activity highlighted key topics such as the importance of renewable energy development in the Philippines, energy security concerns, practical energy conservation measures, and the role of higher education institutions in supporting national energy goals. Emphasis was given to the legal foundations of renewable energy and energy efficiency initiatives under Republic Act No. 9513 (Renewable Energy Act of 2008) and Republic Act No. 11285 (Energy Efficiency and Conservation Act).

The resource speakers provided relevant insights on current energy challenges, including the country’s dependence on imported fossil fuels and the importance of adopting sustainable energy practices amid global uncertainties affecting fuel prices. Participants were encouraged to apply simple but impactful energy-saving habits in their daily lives.

An open forum followed the discussion, allowing participants to raise questions and share perspectives on renewable energy initiatives and conservation strategies.

The activity was made even more meaningful through the active participation and enthusiasm of the faculty, staff, and students of NISU Batad Campus, whose engagement contributed greatly to the success of the program. The students demonstrated remarkable interest and participation throughout the discussions, gaining valuable knowledge and awareness about renewable energy, sustainability, and environmental responsibility.

The program featured three distinguished resource speakers who shared their expertise, insights, and experiences regarding renewable energy development, conservation, and sustainable practices. Their informative discussions inspired the participants to become more aware of the importance of renewable energy in building a greener and more sustainable future for the community and the nation.

The NISU-DOE CARE VSSC extends its heartfelt gratitude to the administration of NISU Batad Campus, especially to Dr. Veminrose Clariza-Samuel, as well as to all faculty members, staff, and students for their warm accommodation, active involvement, and unwavering support in making this IEC Program a truly successful and meaningful event.

Overall, the First Quarter IEC Campaign at NISU Batad Campus strengthened awareness and understanding of renewable energy and energy efficiency, reaffirming the role of NISU DOE-CARE as affiliated of the Department of Energy in advancing sustainable energy advocacy within the academic community
