A significant milestone in strengthening educational and health services for the community was celebrated with the successful Inauguration and Turn-Over Ceremony of the Balawag Library Hub and Clinic held on July 27, 2026.
The event marked the formal turnover of two vital infrastructure projects that will provide learners, teachers, and community members with improved access to quality learning resources and essential healthcare services. The Balawag Library Hub, constructed by Bangyan 3D Construction, stands as a testament to the shared commitment of providing an enabling learning environment. Meanwhile, the Balawag School Clinic, built by MPD-III Construction, reinforces the community's dedication to promoting the health and well-being of every learner and resident.
The ceremony was graced by distinguished guests led by Christopher C. Benigno, Schools Division Superintendent of the Schools Division Office of Tabuk City, and Ginadine L. Balagso, Assistant Schools Division Superintendent. Also present was Ruby A. Uyam, District Engineer of the Lower Kalinga Engineering District Office, whose continued support has been instrumental in the realization of infrastructure projects that benefit the education sector and the wider community. Other prominent figures present during the ceremony were Atty. Priel Balnao, Representative of the Office of the Governor, Atty. Chesed Sophia Munda, representing the Office of the Congresswoman and the Mayor of Tabuk City Hon. Darwin C. Estraลero as guest speaker.
Adding solemnity and blessings to the occasion was the Thanksgiving Mass and Blessing Ceremony officiated by Rev. Fr. Melture D. Pasado, who offered prayers for the safety, success, and meaningful use of the newly completed facilities.
Engr. ๐ ax ๐ฃ. ๐uguiang III, whose commitment and dedication, together with the teams of Bangyan 3D Construction and MPD-III Construction, ensured the successful completion of the projects with quality workmanship and adherence to established standards.
The inauguration and turnover symbolize more than the completion of infrastructure - they represent a collective investment in the future of Balawag. The Library Hub will serve as a center for literacy, learning, and lifelong education, while the School Clinic will provide a safe and accessible space for healthcare services, contributing to the holistic development of learners and the community.
This milestone reflects the unwavering collaboration among the Department of Education, the Department of Public Works and Highways, local stakeholders, and private contractors in building facilities that empower communities and create lasting opportunities for future generations.
