Power Watch Negros Advocates Inc. has issued a stern call to the National Grid Corporation of the Philippines (NGCP) to act with urgency, declaring the Visayas power situation a public welfare emergency marked by relentless supply shortfalls and delayed infrastructure.

In a September 27 statement, Secretary General Wennie Sancho laid out stark figures: since January 2026, the Visayas grid has faced 41 Red Alerts and 105 Yellow Alerts.

In September, every day but the 6th was under Red Alert, with rotational brownouts resuming across the region.

NGCP’s own data confirms the widening gap: since 2009, demand rose 165 percent while supply grew only 130 percent, and since 2019, supply expansion has stalled entirely.

The critical Amlan–Dumaguete 138kV transmission line in Southern Negros, originally due September 2024, is just 64.38 perc complete as of February 2026 and has been extended to March 2027.

Sancho noted NGCP has expressed willingness to accelerate the Mindoro–Panay Interconnection — previously deferred to 2040 — to link Visayas with the Luzon grid. “Speed is the essence of resolving this crisis,” he said.

The group’s three-point action plan demands:

- Immediate completion of Amlan–Dumaguete and early start on the Siaton–Bayawan 138kV line;
- Fast-tracked Mindoro–Panay link to shore up Visayas’ status as a net power importer;
- A 15-day deadline for a public, time-bound action plan plus full transparency on plant outages.

“This crisis harms homes, businesses, schools, hospitals, and livelihoods across Negros, Panay, and Cebu. Upgrade the grid now. Without delay," Sancho said.

The Department of Energy (DOE) has identified an initial 369 unserved and underserved areas across 23 provinces, covering more than 100,000 unenergized households, for potential inclusion in upcoming microgrid competitive bidding. The initial list gives prospective Microgrid Service Providers early visibility of potential project areas and more time to assess sites and prepare viable proposals, subject to further validation and final determination by the DOE.

Through continued microgrid development, the DOE is working to bring reliable and affordable electricity closer to remote and last-mile communities. The initiative forms part of the Department’s implementation of the Microgrid Systems Act and its broader push toward total electrification, ensuring that more Filipino families can benefit from access to dependable power.

Electricity spot market prices surged in the Visayas and Mindanao in August, with prices reaching nearly ₱20 per kilowatt-hour. Visayas prices jumped 64.9% to ₱18.59/kWh from ₱11.29 in July, while Mindanao recorded an 88.2% increase to ₱19.56/kWh from ₱10.39.

Luzon, however, saw a 34.2% decline, with prices dropping to ₱4.80/kWh from ₱7.30. The sharp increases in the Visayas and Mindanao were attributed to tighter power supply amid higher electricity demand. These elevated spot market prices are expected to affect consumers’ electricity bills this month.

VISAYAS, MINDANAO POWER SPOT PRICES NEAR P20/KWH

Electricity spot prices in the Visayas surged by 64.9% in August, reaching P18.59 per kilowatt-hour (kWh) from P11.29 per kWh in the previous month.

Mindanao saw an even sharper increase, with prices jumping 88.2% to P19.56 per kWh from P10.39 per kWh.

Luzon, meanwhile, bucked the trend, with spot prices falling 34.2% to P4.80 per kWh from P7.30 per kWh.

The steep increases in the Visayas and Mindanao were attributed to tighter power supply amid higher electricity demand.
