SteelAsia is a company borne out of a partnership that started in 1965. Filipino businessmen Benito Yao and Go Kim Pah (founder of Equitable Bank), joined forces to put up a rolling Mill called Island Metal. The small rebar facility would eventually bloom into one of the world's largest and most modern rebar manufacturing companies today. In the late 1980s, under the leadership of successor Benjam

in Yao, the company would embark on an expansion and modernization of its manufacturing capability, as a platform for helping the Philippine steel industry to become part of the solution. In 1994, a project to establish the Philippines' first state-of-the-art steel bar rolling mill was underway. Driving the endeavor, SteelAsia had envisioned a facility that would truly be a national asset; world class steel products and services would lower the cost of construction and help spur economic growth. Around one out of every two steel bars installed in construction are manufactured by SteelAsia. More than 80% of the steel bar requirements for land, air, sea, power and communications infrastructure are supplied by SteelAsia. We are the preferred supplier of the largest contractors and property developers in the Philippines.

After spending decades working abroad, a group of returning overseas Filipino workers (OFWs) is now helping build the Philippinesโ€™ first steel sections mill.โฃ

They had been to Saudi Arabia, Bahrain and other parts of the Middle East, where for decades they worked on the regionโ€™s section mills.โฃ

Today, they are involved in the steel sections mill SteelAsia is building in Lemery town, in Batangas, the countryโ€™s first ever.โฃ

A steel section mill is an industrial rolling facility that transforms semi-finished steel billets or blooms into finished structural steel shapes, such as I-beams, H-sections, channel steel and angle bars.โฃ

These are essential for supplying building materials used in construction, heavy infrastructure and industrial applications.โฃ
โฃ
SteelAsia is on a mission to build the countryโ€™s first ever integrated steel sections mill. It has been producing reinforced bars, replacing imports, and now, through its Lemery plant, produce heavy steel products which are 100% imported so far.โฃ

The Lemery plant is expected to start operations later this year.โฃ

The former OFWs are among 106 repatriated Filipino workers currently employed by SteelAsia across its four mills.โฃ

Many of these workers returned to the Philippines during the COVID-19 pandemic, when jobs dried up as economies reeled from lockdowns and travel restrictions.โฃ

Some of the returning workers initially considered retirement after years overseas, especially older employees who were let go due to age.โฃ
โฃ
But many said the opportunity to work in a Philippine steel mill convinced them to return to the industry.โฃ

โ€œWe feel like veteran soldiers being called to active duty for one last mission for SteelAsia,โ€ said Antonio Rivera, acting production head.โฃ
Romeo Serna, a stacker operator, said he sees the project as a chance to contribute to the country.โฃ
โฃ
โ€œWeโ€™re like soldiers who used to fight for other countries, and now are being asked to fight for our own nation,โ€ he said.โฃ
โฃ
Cenen Reyes, another returning OFW, said he still wants to work despite having the option to retire.โฃ
โฃ
โ€œMy body is still craving for work that involves steel,โ€ Reyes said.โฃ

Several workers said they learned about openings at SteelAsia through former colleagues, with many maintaining contact through group chats even after returning home.โฃ
โฃ
Jess Mato, a quality assurance and quality control inspector who was based in Cagayan de Oro after returning to the Philippines, said he initially hesitated before accepting the offer.โฃ

โ€œBut I realize that we need to help SteelAsia because the mill is for Filipinos,โ€ Mato said.โฃ
โฃ
SteelAsia said its expansion plans are expected to create at least 30,000 jobs in the coming years through direct employment and related industries.โฃ

The company is also expanding workforce development through the SteelAsia Academy, which provides technical and vocational training for out-of-school youth and indigenous people from surrounding communities. #โฃ

SteelAsia Manufacturing Corporation signed a Php 1.25 billion green loan facility from Taiwan-based Cathay United Bank to support the financing of its green steel initiatives.

Proceeds from the facility will be used as working capital for SteelAsiaโ€™s operations, which utilize Electric Arc Furnace technology. Combined with renewable energy and scrap recycling, this process enables the production of low CO2 emission green steel.

SteelAsiaโ€™s Calaca mill has been producing green steel production since 2008, and has been assessed by DNV of Norway as one of the greenest steel facilities in the world, with a carbon footprint of approximately 90% lower than the global average for traditional steelmaking.

The Philippineโ€™s flagship steel manufacturer is set to replicate this low CO2 emission methodology for its upcoming mills, including the countryโ€™s first medium sections mill in Lemery, Batangas, which is expected to commence operations within the year.

The green loan is the companyโ€™s first facility enabled under its Sustainable Finance Framework, which was rated by Moodyโ€™s as among the best globally for steel in February. The framework serves as a guide to ensure the consistent application of clear sustainability objectives, transparency, and strong corporate governance in the use of proceeds.

This deal also marks a milestone, making SteelAsia Manufacturing Corporation the first steel company in the Philippines to secure a green loan from Cathay United Bank, and representing the Bankโ€™s first overseas green loan with a steelmaker.

โ€œThe green loan represents more than a milestone for the companyโ€”it is a sign that we are indeed on the right track in our expansion strategy. Steel production with low CO2 emission is not only sustainable for the environment, it is also the foundation upon which we are building the countryโ€™s steel industry,โ€ said SteelAsia President and Co-Chief Operating Officer Rafael Hidalgo.

As an OFW, Arnel De Leon was able to help his siblings and raise his family. But this was done at the cost of living in a different country for more than two decades to work in steel section mills in Saudi Arabia and Bahrain as a pioneering technician.

Now working in SteelAsia Lemeryโ€”the countryโ€™s first steel sections millโ€”he has a newfound sense of purpose. His work in his own country is one that is historic and integral in building the Philippine steel industry. He is a pioneer twice over.

When they left the country to work on steel mills in the Middle East, they were called the modern heroes of the Philippines: โ€œBagong Bayaniโ€

After they went back home to the Philippines, they were still willing and able to share their global steelmaking experience. This time, they want to do it in the Philippines, for the Philippines.

With decades of combined global steelmaking experience, Arnel, Cenen, and Vincent now work together in SteelAsiaโ€™s mill in Lemery, Batangasโ€”the country's first steel sections mill.

They are just three of over a hundred returnee OFWs in SteelAsia who are now giving back to the nation as steel industry pioneers.

SteelAsia Chairman and CEO Benjamin Yao shared his insights on building the Philippine steel industry during a panel discussion at the Asia Steel Markets 2026 in Kuala Lumpur, Malaysia last month.
