Planning to install solar at home or in your business? The rules just got a lot simpler.

Last 28 July 2026, the Department of Energy released a new policy (Department Circular No. DC2026-08-0017) that removes most of the red tape for solar systems that power your own home or business — the kind that don't sell electricity back to the grid.

The biggest change: no more waiting for approvals.
Before, you had to apply and wait before installing. Now the process is reversed: install first, then simply inform your electric utility afterward using a one-page form. That's it.

Your utility (TARELCO 1, TARELCO 2, TEI, or Meralco):
🚫 Cannot require clearances or permits before you install
🚫 Cannot charge you inspection fees
🚫 Cannot delay or block your installation
✅ Can only receive your notification and record it
If you're a homeowner:
✅ NO more ERC Certificate of Compliance — no matter how big your rooftop system is
✅ Building permit — you may not even need a new one, if your city or municipal hall confirms your existing house permit already covers it
✅ Off-grid system? You don't even need to notify the utility
If you're a business owner:
✅ Same simple "install first, notify after" process with your utility
⚠️ You still need one document — the ERC Certificate of Compliance — but the ERC has been ordered to turn this into a single, simplified transaction within 90 days

One important warning:
These systems must not send power back to the grid. Any electricity that leaks out to the grid is given away FREE — no credit on your bill — unless you sign up for Net-Metering. So the system has to be designed and set up correctly from day one.

And that's the part that hasn't changed: your installation must still meet the Philippine Electrical Code, designed and signed by a professional electrical engineer. The paperwork got easier — the engineering didn't.
